-Phnom Penh
-The governor of Phnom Penh, Mr. Pa Socheatvong, stated that City Hall would ask the government to close down all shisha (hookah) joints throughout Phnom Penh.
-The statement was issued on the morning of the 25th of February, 2014, during a review conference that set up targets for 2014.
-Shisha joints, frequented by foreigners, have proliferated in Phnom Penh and a number of them have become places of illicit drug use and sources of disturbances for neighbors.

Apparently it attracts illicit drug use and causes disturbances, although I've been in several places where I saw people using it, but never ever noticed disturbances...

There is a shisha bar on Russian blvd near the cnr of street 19 that is called Dubai Bar or something like that. The is a sign outside that says pregnant women are banned from the bar. If a pregnant woman wants to smoke, it's up to her. I'm glad these people will be going out of business.

It is a varied mix of dried fruit, tobacco, flavors. The shisha place in my neighborhood is Khmer owned and the clientele is 100% young Khmer. A foreigner would never go into that place. (But of course, in Cambodia, anything scary or bad is always somehow the fault of foreigners.) But there has long been rumor amongst the Khmers in the neighborhood that they are using drugs - smoking yama - in that place. Don't know if that's true.

The vast majority are for Khmers only, and the only three that I can think of that have regular foreign customers are Beirut, the other place on Sisowath quay and the place on Street 51, all of which can hardly be seen to be areas where local residents are in danger of being disturbed by shisha places alone.
