I opened the link to read the story.
Loads of pictures there, including a glimpse of her bloated body hanging through the windshield as the car was pulled out of the water.
According to the article, she got lost and with little visibility and her inebriated state, she drove the car into the canal and was trapped in the car. That happened at around midnight.
While she was with her friend, the car got stuck in a pothole and her friend got out of the car. She then managed to get the car out and continued driving for about 100 meters and then the lights disappeared. The friend then called a moto (a friend or a motodop) and went back home. Only in the morning, when the victim's family didn't see her, did they report her missing at the police.

When I'm driving with a friend, next to a canal, and I get out of the car, the car continues and the lights disappear, maybe I hear the sound of a car entering the water, how f*cking drunk must I be to call a moto to take me home instead of checking out what happened? We don't know HOW drunk she or they were. Even if she has mostly herself to blame for her own accident, it is a sad way to go.

I don't know what her friend was thinking when she saw the car lights disappearing. Didn't she think of checking things out? Or was she too drunk or too scared to check by herself?
