As if that performance wasn't bad enough (considerably worse than in 2012 it seems, you have to just shake you head in disbelief at the Ministry of Finance's explanation of why they scored so bad. It's not that they are corrupt to hell, or that they can't be transparent because it will reveal how government officials are getting rich on fake soldiers and employees. No, no. It's that they are not very good at writing reports.
What I love about this place is how officials come out with these lines without a hint of shame or remorse. We know we're corrupt and ignorant, they seem to be saying, but - hey - it's ok. You guys don't mind, do you?

Lay Sokkheang, deputy director of the Finance Ministry’s budget department, blamed poor internal communication for tardy budget reports and said their lack of clarity did not mean his department was not thorough.
“We can do our jobs, but we are not so capable of writing reports,” he said. “Without producing reports for publishing, we were not able to get a good score.”

We can partly blame overseas governments for this problem. Using the Australian refugee deal as an example and the millions of dollars that are handed over to ,,,,, who ?. Refugees housed in a villa owned by ,,, who ? Rent paid to ,,, who ? Money paid to the refugees, how much ?
