Municipal Court judges the afternoon of November 27, 2015 issued a detention order houses American Association men under charges of drug save illegal.
Police said the authorities accused the court detained Michel ryan current 67-year-old male living in rented house No. 200 neighborhood rang Daun occupations selling drugs.
Police said Michel was arrested on the night of November 24 at the corner of Route 51 and 184 new shopping district 3 Daun port while standing drug sales to foreigners. When arrested, police seized two drug packages drug Scales 1 1 dollar phone and some money Khmer.
After his arrest michil were sent to the court on November 27, 2015. After questioning and prosecutors to court accused of keeping illegal drugs and investigating judges issued warrants detention awaiting trial today.

Unfortunately for him the Khmer legal system (or its judges) takes the position that possession of a scale along with narcotics is sufficient proof that the person is dealing drugs and that they may be charged for distribution, instead of just possession, when those items are found in tandem. They don't HAVE to charge it out that way, it's subject to a ruling from a judge I guess, but they CAN do that when a scale is found.Alexandra wrote:Abuser but not trafficker nor dealer. If he is a drug dealer then he's got to be an extremely small-time drug dealer who was probably just passing things along to people occasionally to support his own use or for a few extra bucks here and there. If that's what he was up to on that street corner then he is extremely foolish because nothing goes unnoticed on St 51, at least half of the tuk-tuks and moto-dops are undercover cops. Same goes for St 172 and Golden Street. They don't do controlled buys or arrest people, though. They just watch and listen and pass any good information they get along to other cops who would be the ones to act on it or perform the raid or the arrest. That way they aren't revealed as cops to the barang public (the other tuk-tuks and moto-dops know who is and isn't one though.) Some of the drivers who are actually selling drugs are cops. But that doesn't mean they won't sell you real drugs and let you go on your merry way with them and take them, because for the most part, despite their being cops, that's exactly what they will do. The added bonus for their other job is that this also helps identify targets to keep an eye on or look into.
But maybe if he'd have kept his business behind closed doors the police wouldn't have been interested in him. There's no guarantee of course. The corrupt cops make their money off of the confiscated loot and narcotics or they make it off of the bribes paid to avoid prosecution or get a lesser charge or lower sentence. So if you have anything at all illegal in any amount they might still raid you to extort the bribe money (from you or from your family and friends) even if they realize beforehand that the initial haul they get will probably suck.
If the statement about him having a super hot 19 year old girlfriend is true, then she's undoubtedly a prostitute and possibly connected to a certain Vietnamese madam who, I'm told, quite often has her girls set up their "boyfriends" to get busted and she sells the information on to the cops who are looking for fat targets for the reasons just cited. But she only does that after the "girlfriend" has bled the poor sucker dry and spent or stolen every penny she could get at. It's all done in a very calculated manner. This doesn't seem like a fat target to me because if he had the bribe money you'd figure he'd have paid it by now. Maybe they miscalculated with him. Or maybe he's just a really great conversationalist with such a sparkling personality that he charmed this hot 19 year old and she fell in love. Hahahaha.

Use and possession of weed only? I know there are a couple of deportees sitting in Prey Sar with 2 year sentences right now for getting caught with a kilo or two of weed not that long ago. Or at least I think they already were prosecuted, not entirely sure. They either received or were looking at a 2 year sentence each for a kilo or two of weed.

Brief translation: Michael Ryan was today sentenced to two years in prison, with one year suspended pending a payment of $1500 fine. The article says $6m, but it clearly is meant to be 6m riel.
As he was arrested in November, I suppose that he will be out in a few months.

According to a report in the Daily today he wasn't selling drugs, he was buying them. He said he broke his leg. Few years ago and the drugs helped ease the pain. He also says he used to work at the World Bank in Phnom Penh a decade ago.

Why is the sentence of a small time elderly drug dealer/buyer worthy of the Cambodia Daily's coverage, yet two young Brits dying from taking drugs in Kampot isn't?

I asked Doug Steele (who i have a lot of time for) and the perennially sneering Colin Meyn the same question recently, in relation to the shirtless fighting dudes. I then pointed out that at the same time the story of the Aussie woman punching a mugger in the balls was considered newsworthy, not just in the small bulletins, but also got a follow up. I asked how that followed their policy.

I never heard anything like that about Kampot, I think it was just a rumor.
