Hospital Rusie spokesman
Hospital Rusie spokesman
I get the Phnom Penh post on my Twitter feed and there was hilarity in a story today about a refugee being complaining of treatment at the Rusie Hospital. The hospital spokesman was Dr Mengley Quach. We know that the health system is full of quacks but fancy having a spokesman called Quach. It ranks with Lon Nol's briefer during the war Am Rong.

He also owns one of the larger certificate factory international schools in town.
Can't string a coherent sentence together in English but likes to brag how he made all his money in the USA.

He's an Okhna also.
Khmer is his second language, not English. http://m.phnompenhpost.com/business/sch ... y-business
I get the impression he's actually a good guy and deserves his title.
He's set up quite a few 'charitable' organisations in addition to his education establishments;
'Mengly J. Quach Foundation has set up different programmes such as the Dr. Quach Mobile Medical Clinic, Cambodian Institute of Child and Adolescent Health, Dr. Mengly J. Quach Scholarship and Pracheacheat Microfinance Institute which provides interest-free loans to staff in times of need.' http://oneasiaawards.com/mengly-j-quach ... ion-co-ltd
He's on the board of anti-corruption organisation Transparency International
and he's owner of Thmey Themy news website
http://www.thmeythmey.com/
Which is by far the most considered, balanced and ethical Cambodian news website.

I only met him once, outside the CAMTESOL Conference hall, about 6 years ago, his English seemed fine for the brief conversation we had.
Didn't he have some fallout over HE's medical visit to Singapore?

ירי ילדים והפצצת אזרחים דורש אומץ, כמו גם הטרדה מינית של עובדי ההוראה.
Yes he "expressed shock at the behaviour and ethics of Cambodian health care officials, who he said prioritised money over care."

Actually thinking more about the guy I think English could be his second language, and Khmer his third. Think he's Chinese-Khmer.
His Thmey-Thmey website is not overly political, it's mainly social commentary, but it is verging on being critical of the government, although it's also rightly critical of the CNRP.
It takes an (almost) neutral and unbiased view of current affairs, which is very unusual in Cambodian media.
For example this week it's had an article pondering economic disparity in Cambodia http://www.thmeythmey.com/index.php?pag ... 7712&lg=kh a video documentary about a handless trash collector who refuses to beg
and other features about feminism, political language, health advice etc.
They also have a Barang who interviews Cambodians about their jobs and everyday life's. http://www.thmeythmey.com/?page=author&id=55 He's recently interviewed garment factory workers in their overloaded trucks on the way to work, cyclo-drivers, salt farmers, etc.
A commendable news/current affairs website.
