I didn't check his passport for place of birth and did a quick translation. The article says សញ្ជាតិ អង់គ្លេស - nationality English.

It does get complicated - British, English, United Kingdom, Great Britain, British Isles.
Interestingly Welsh and Scottish would say just that not British whereas English would say both.
