She was the driver though, and I thought she was understandably pissed because she had just wrecked her car. I see plenty of young women from rich families dressed like that.

Yep. Just look at the ones climbing in and out of the Range Rovers, or better yet, walk around Aeon and the majority are like that now. I always scoff when a Khmer girl tells me how Khmer women dress modestly and all that sopheap bullshit. It was true several years ago, but I now see more short shorts and miniskirts here than I ever did back home. Tons of the 16-28 young rich kids walk around like that during the day. Hang out at a high end Khmer club or drive past it and you'll see them even more scantily clad.
