You just couldn't make it up, could you? I love Felgerkarb's insights onto issues like this. It really opens up the idiocy of the country.
In other words the RCAF is just like Cintri with the exception that the latter went on strike when they could no longer sell siphoned gas after at the end of their shifts.

Security Message for U.S. Citizens: Kem Ley Funeral Procession
July 24, 2016
The U.S. Embassy in Phnom Penh notifies U.S. citizens residing in or traveling to Cambodia of the planned funeral procession for Kem Ley in Phnom Penh on Sunday, July 24, 2016. The funeral procession is scheduled to depart from the Wat Chas pagoda near the Sokha Hotel at 7:00 A.M. The procession is reportedly planned to proceed across the Japanese Bridge to Monivong Boulevard and Russian Boulevard until it reaches the Chom Chao roundabout near the Phnom Penh International Airport. The procession will then continue on National Road 3 to Takeo Province. News reports indicate participants could number in the tens of thousands and the procession is likely to take several hours. The probability for significant traffic delays is very high, and the Embassy recommends U.S. citizens to avoid these areas.
U.S. citizens are reminded that even demonstrations intended to be peaceful can turn confrontational and have the potential to escalate into violence without warning. The U.S. Embassy recommends you avoid areas where demonstrations are taking place and exercise caution when in the vicinity of any large gatherings, protests, or demonstrations and immediately leave any area where there are large gatherings. You should remain alert of local security developments by monitoring local news reports. You should exercise vigilance regarding your preparedness and personal security, remain aware of your surroundings, and plan your activities accordingly. Please follow the guidance below to receive the most updated security information from the U.S. Embassy.

I dont think so. He would definately be arrested. It would definately lead to violence (as they try to arrest him and the crowd tries to prevent it.) I would have thought much better advice given the repeated warnings to westerners to stay out of local politics would be to stay the fuck away. I can see authorities considering well meaning westerners as provacateurs, and a perfect excuse to make it turn a bit tasty.
