It was his birthday a couple of days ago, and he was pretty much pleading with his family online saying he is broke and to send him money. It seems he found some money . . .

Joe was seen walking the golden streets here in the paradise of cool breeze yesterday (sunday) afternoon. Maybe the white powder was just some powder he aimed to sell?

The article suggests he was released quite soon after the arrest. Perhaps it was only a small quantity and appropriate tea money was paid.
