Phnom Penh capital city: The initial reports stated that there was panic after citizens living along the banks of the Tonle (river) stumbled upon a corpse of a man with his feet shackled in chains, which was swollen and smelly from decaying. This happened at 7:30 in the morning on 19 August 2016, on the bank of the Tonle in Sangkat ‘Preak Ta Sek’(ព្រែកតាសេក), Khan Chrouy Changvar, Phnom Penh.
Sources said that the identity of the dead man was not known, he wore only short jeans and an elastic shirt the colour of crab oil (??ពណ៌ខ្លាញ់ក្តាម = orange?) attached to his legs were chains with a lock. Everyone gathered around to look at the body and was shocked to see the feet chained together like that.
Even though they do not know the deceased they got caught up in this affair as they lifted him (out of the water) by his feet. If brothers and sister (people?) have lost a relative, please come retrieve (??ទំនាក់ទំនង) from the authorities at the location mentioned above/earlier.
