I believe it was said in jest, as the road is huge. I've never seen any congestion on it, but as above the junction with 271 hasn't been figured out yet, and the southern end just ends up at a T junction on a relatively small road. It is quite an amazing in scale, there's been very little construction along it so far and it's probably the flattest and straightest stretch of road around. And it cuts through some nice wetlands.

Phnom Penh needs decent public transport. All these satellite city plans are doomed to fail because all the jobs that pay enough to buy a house/shopfront/apartment within are in the city center. Forgetting that all the planned office towers will be within the center too.
1. Raise the major roads in the center of town that ferry traffic out and in, like they have in Bangkok, so local traffic is separate from commuters.
2. Baht buses and real bus routes in the center so tourists can move between Riverside, BKK, Russian Market en masse and without adding 50 tuk tuks to the road.
3. Ban heavy traffic from the riverside and tourist areas and have affordable alternatives (baht bus).
4. Parking areas with connections to the baht buses.
Pattaya has done well in this regard as has Chiang Mai. And for the love of God they need to fix the bus station so its more than a gas station.

Why? People working in the city or wherever chose to live/ buy in the satellite cities as they generally provide a less congested and more pleasant environment, yet they are close enough to the city to commute. I think the apartments in my condo in Chroy Changvar are about 70% Khmer owned and many of the occupants drive their cars into the city to work. I admit that commuting by car is not the ideal solution,and traffic is getting worse. As you say "Phnom Penh needs decent public transport", however:
JICA introduced a public bus system into Phnom Penh and it failed due to lack of public interest. They tried again in 2014, I am not sure how that is faring but generally people prefer to use the motos, tuk tuks or their own transport. However the increasing traffic congestion will ultimately force the issue. JICA are looking into this and are proposing the construction of a sky train to ease traffic congestion in the city.

"JICA representatives told City Hall officials during a meeting on Wednesday that they would carry out a feasibility study in April on building an Automated Guideway Transit (AGT) line to link Monireth Boulevard, near the city centre, to Choam Chao district, out near the international airport.
“After they finish conducting the study, we will know how many millions will be spent, and whether the money for implementing the project or building the skyline for AGT will be a donation from Japan through JICA,” said Measpheakdey. I'd imagine they are planning to sort out the junction next. It's like Evil Knievel and Salvador Dali designed the damn intersection.
Tbh, I don't think it can really be fixed now, the bridge access route points doomed it before it started.
It will be wondrous to observe.

They are putting a couple of new entrances/ loops on the overpass/ bridge, so maybe we'll be waiting a while...vladimir wrote:

I'm not sure how they are going to do it without knocking the Sokimex station and maybe a few other buildings down.
As I mentioned, the Ta Khmao junction joins to a pretty small road.
There is another cross road ( Hun Neang Boulevard) that connects NR2 with 371, going past ISPP, but it's not completed yet.

What I don't understand is why they built that stupid overpass in the first place. It was obvious from the start that a retard had designed it and it would need some serious "additions" to make it work even remotely properly. A collosal waste of money and I'm not sure adding other entrances after the fact is financially or structurally wise. Doable yes, but did it not occur to them that people going along 271/Monivong might want to head north on Norodom? Jesus... The newest overpass near the airport is finally coming along. It seems to have taken waaay longer than all the others, yet it's not much bigger so I wonder what the holdup is. Never see many guys working on it. A few Chinese and a handful of Khmers. Traffic there has been pretty insane for months.

I wouldn't blame the overpass for those problems. It's the removal of the roundabout and drivers' reluctance to take a short detour that messes it up. The overpass on Russia and 271 kept the traffic light underneath it.
