Phnom Penh: A military official was detained by police at 3:15 am local time on the 20th. February 2018, after the firing of a handgun in a taxi at the corner of Street 139, Street 217, Sangkat Or Russey 2, Khan 7.
The military official, Pen Syan, a 33-year-old man, is from 282 Mong Village, Sangkat Dangkor, Khan Dangkor, Phnom Penh. Victim named as Chuom, 48-year-old, makes a living driving a taxi from his home in Trapaing Chorng Village, Sangkat Trapeang Krasaing, Khan Por Senchey, Phnom Penh.
According to the victim's complaint, and the account given as the suspect confessed to the police, the suspect had gone drinking at a club somewhere in the area of Wat Phnom, Srah Chak commune, Daun Penh district, and called for a taxi to ride home.
When the incident happened, pulled out a pistol and, believing the driver to be taking a longer route than required, shot the driver in the hip causing injury.
