I'm hearing that there is discussion around existing 12 month work and retirement visas NOT being renewed once they expire.
I hope this is incorrect as it will cause alot of hardship for expats having to exit
Flights non existing or expensive and where is the safety net when they arrive home to lockdowns and no work etc.

My guess is your brother in-law isn’t that senior and is bullshiting (it’s been known to happen) or you’re bullshitting and doing a KFH.

The DoI are discussing extending Visas of those who are due to expire but not usually eligible for further Extensions of Stay and are unable to get home.
I highly doubt they will stop renewing long-term Visa EOS's...but hey, this is Cambodia where common-sense doesn't usually factor into many decisions.

The US just added almost 5000 new cases, Germany over 500, small Switzerland over 600 (https://virusncov.com/). It'll get better in one country but worse somewhere else plus there might be more than one wave. Countries that locked their borders will make damn sure they don't reopen them prematurely.
Two months isn't going to happen, imho. We need a vaccine and that's about a year away (please let me be wrong).
In England it is going to take a lot more than 2 months, look at that madness. That kind of things makes me change my view on brexit. Bring it on ASAP.

Vaccine development can't be rushed and then you have the possibility that they will cause enormous harm (like the swine flu shot in 1976 did...forcing the US government then to quietly drop the mass vaccination program and settle claims). It also raises another question - are we going to suspend fundamental freedoms and destroy the global economy EVERY TIME there is an 'outbreak' of some novel virus? The world didn't collapse during previous so-called epidemics, so the idea of having to fundamentally change our societies overnight because of this one seems very far fetched to anyone with a functioning brain...especially since only 300000 people have been infected out of 8 billion worldwide...which equates to an infection rate of 0.0000375.
Just to illustrate my point, last year there were a couple of measles outbreaks in both the USA and the Pacific - hardly a blip about it mentioned outside a few western countries such as New Zealand, Australia or the USA. Some counties in New Jersey and New York tried to enforce a mandatory measles vaccine order for ALL people residing there or out in public, or be subjected to a US$1000 fine, but it flopped pretty quickly. In the wake of the Pacific Islands situation...particularly in Samoa, they also instituted a nationwide measles vaccine drive but despite measles reportedly infecting up to 18 people for every infected person while the nCOV only infects 2, nations didn't shut down, neither did airlines stop flights. Some nations like the Marshall Islands and the Solomon Islands responded by requiring all travelers to show proof of measles vaccination to enter those countries but the dust settled pretty quickly and all has been forgotten about that since.

1 year would permanently shut down many businesses. I'm with Bill on this one...I think 2-3 months max and the world will be back open for business. Doesn't mean tourists will be flocking back or airline schedules back to normal...that will take far longer.
