Phnom Penh municipality will use Facebook to shame those who don't pay for garbage disposal
The Phnom Penh municipality said recently that if people have not paid their garbage disposal fee, they must pay quickly, otherwise the government will shame them on Facebook, and businesses will get a bad reputation.
According to the notice issued by the municipality, since the implementation of the electronic payment system, many people have paid electronically using their bank apps and other way and paid for garbage disposal. Some people have however ignored the garbage disposal fee, and the city called on those people to pay urgently.
The city emphasized that it will take action against those who ignore the fee, including publishing their names on social media and other public channels, listing arrears as debt, and temporarily forcing businesses to close for refusal to pay.
The Phnom Penh Capital Hall announced earlier this year that starting from February, garbage disposal fees can be paid via banks and various electronic payment systems. The government stipulates that people must pay garbage disposal fee due on the 15th of every month. Each family must pay a service fee of $1 per month, total $12 per year. The garbage disposal fee can be paid through ACLEDA bank and third party payment platforms such as Dara Pay, Wing, TrueMoney, PiPay, EMoney, AMK and Ly Hour.
This is the same approach taken by Electricite du Cambodge (EDC), who has shamed 27 people on Facebook this year for complaining that their electricity bills were too high. One woman had her electricity disabled and EDC said that they were taking legal action against her for defaming them in a livestream on Facebook.

Still i don't have idea how to pay this fee, since i don't have smartphone and all those fancy apps
I've been understand that you can't pay garbage with Wing, am i totally wrong?
Last time i went to Acleda i want to pay one year fee, since i've been understand that's possible. They say it's 28$ one year i laugh for them and leave.
Next i time i go to Canadia bank i'll ask how much they want from one year.

This is kind of funny. What's the punishment? Refusal to take out the garbage? But how in that pile on the streets do you differentiate between who paid and who did not?

The name and shame thing isn't well thought out either.
The name on my electricity bill is a tenant who last lived here at least 6 years ago. And his name is spelt completely wrong.
