The Immigration Department has sort to clarify that it is the responsibility of the host (landlords/hotel owners) not of the foreign resident/tourist. Foreigners will not face any fine if they are not registered, but will not receive their visa extension until the landlord/hotelier has input the foreigner’s details into the system.
According to the ministry, in order for a foreigner to be able to extend their visas from July 1st, 2020, and avoid penalties for failing to comply with the Directive, all residential owners/landlords are required to register any foreigners staying in their properties through the FPCS mobile or web application.

That's ultimately just a transitional issue. In Thailand, where they started to enforce a very similar law a while ago, you simply wouldn't hand over any money before the landlord registers you, as part of the moving in procedures. I wouldn't worry about it, this app doesn't sound like something the Cambodian government has dreamed up.
And like all "good ideas" that get pushed on them from third parties they will be very proactive and vocal right up until the point the project ends along with the funding, then it will get thrown in a drawer at the back of some ministry storeroom along with the thousands of other initiatives that came before it.

You are in a dream world. Please contact the nearest Cambodian Embassy near you, like I have here. They are not and will not issue you visa once in the country unless you go on their system. Once you get to Cambodia you will now need to be registered if you are foreigner wherever you are in Cambodia. Was in the news here, and on Cambodian Embassy website also. They also require covid test and insurance right now. Immigration is enforcing it. Try google.

The app requires both ACCESS_FINE_LOCATION and ACCESS_COARSE_LOCATION Android permmissions. It also has permissions to read your settings, read and write files, and to capture your fingerprint.
I would have to spend some more time to find out exactly what it does and how it does it, but I think the permission requirements gives a good indication of what its intentions are. I personally would not install and run this on my own personal device.
To answer your question of "how easy": very easy.

Yikes. I was going to stick it on my laptop but sounds like I'll leave it to landlady or perhaps spare phone.
afaik, the landlords can not get around ignoring reporting their foreign tenants to the sangkhat, anymore. I think there are some taxes on rental income involved as well.

There is a 10% tax on some properties, although I believe that there is a lower threshold which is tax exempt - but do not quote me that

It used to be <300 wasn't taxed afair... But I heard recently that all private rental income is no longer taxed.
I haven't confirmed this.
Using the web version on your laptop is quite a bit different from installing the app on your phone. Still, if you can avoid it altogether, go for it.
My visa expires 21st July. I wonder if I can sneak in a renewal before the end of June and avoid all this. I'm sure this all will have been dropped by the time it comes around again next year.
