Interview with immigration department about FPCS
Mr. Erich Phillips, Executive Director of AmCham Cambodia had the pleasure to interview H.E. Sok Veasna, Deputy Director General of The General Department of Immigration, Ministry of Interior to have a clear understanding on the process of FPCS registration.
AmCham Cambodia: What is FPCS (Foreigner Presence in Cambodia System)?
GDI: The app is a digital version of registration or report from the local police to the Ministry of Interior which has been in place to the Immigration Law in paper version since 1994.
AmCham: Who is responsible to download and complete the registration?
GDI: The FPCS app is for the landlords or property owners where they can register the foreigners living in their building. IT IS NOT the foreigners responsibility to register themselves.
AmCham: What will happen if the property owner does not follow through with foreign tenant registration?
GDI: If the foreigner applies for visa extension, it will appear in the General Department of Immigration, Ministry of Interior database whether their landlord registered them or not. If it appears that they are not registered, then they will ask the foreigner to go and have their landlord register them first. Failure of registering is subject to penalty for the property owners and NOT for the foreigner.
AmCham: How do we seek support with the app if there are errors during registration?
GDI: There is a support system in the app itself if the user needs assistance. You can either send a voice message, video, or a screenshot of the part you need support with.
AmCham: How does GDI protect our privacy?
GDI: We are doing testing with International Security Company to certify the app, to make sure there is no spyware or back doors and to make sure that GDI is not doing anything harmful to all the foreigners in Cambodia.
GDI Final Message: We, at the General Department of Immigration, Ministry of Interior are working to bring Cambodia into a digital age. This process is not new, it is only a way for property owners to improve their service to foreigners.

I cannot help but notice that the immigration guy's attitude towards foreigners is a lot more friendly than what we get to hear in Thailand when similar interviews are done.
My landlord was so excited about all the new ways she can improve her service to me with this new app, it was all very hard to take in. I'm going to have to sit down and have a coconut.

Property owners still need to register themselves, or have their Khmer partner register them as the home owner.

It is my understanding that foreigners can self register if the landlord is unwilling, or unable to do so. But maybe I misunderstood that ?

That invalidates the argument that it’s only for landlords to care about. I wouldn’t want my visa to be at the mercy of dubious landlords.
I made a clear post about this, but it was blocked, as usual.
This is made for Foreigners.
If the landlords/owners do not register you ... they will be fined and you can have your fine overturned in court if they do not do it and you are late/overstay.
Please let everyone know how ANY foreigner does trying to register him/herself on this system. It will not work. I posted this over 3 weeks ago, but my post was not approved.
Could have saved weeks of pain, but all this site cares about is bickering and bludgeoning anyone who comes near it.
I think I'll buy a club, like a caveman.

If you leave your primary place of registration for 24 hours, you must register where you are....so if I go see my mother in law in the village, she has to register me for the overnight? Huh?
This system and law makes no sense.
What if the landlord flatly refuses to register you? Then what? How do you force your landlord to register you so you can get a visa? I don't see how this works, personally, considering some of the shitbirds I had as landlords over the years....
