the laziness is in the elected palming off that which they should be doing to the ngo's.
as soon as an elected government anywhere puts their faith in an ngo to do whatever it is they claim they will do, its all about as one previous post put it, $1 for them, $100 for us ngo's.

I really hope that's not true. He had a real chip on his shoulder but came across as someone with integrity.

This is the guy who, whilst DoS as a school, openly mocked a teacher who mentioned how much prep-work they were doing.

He just has no business being in a leadership role in academia.
But Darwin's law has already proven that out.....seeing as he loses his leadership roles quite rapidly.
I think Vlad has been entertaining. Granted, his one redeeming quality is that he's an incorrigible Jew baiter, and such a one trick pony needs a little break every now and then. But the reactions he triggers have been hilarious to watch.
