According to a July 1 report released by the Institute For Science and International Security (ISIS), Cambodia is violating sanctions of UN Security Council resolutions on North Korea. The institute identified over 250 alleged violations in 62 countries an increase of six countries compared to the previous year’s reporting by the Institute.
Cambodia is listed as one of 26 countries and territories involved in business and financial-related sanctions violations together with China, Iran, Syria and Nigeria.
The report divides the violations into five categories, namely military-related, commercial and financial-related (including the employment of North Korean personnel), exporting goods to and importing goods from North Korea, and shipping-related violations (providing transportation and related services).
Among them, Cambodia involves violations of commercial and financial sanctions bans, which is also the second consecutive year that Cambodia has been accused of violating United Nations sanctions against North Korea.
Nepal, Thailand and Cambodia are alleged to host income-earning North Koreans working in restaurants. The report also said that Cambodia, China, Namibia, Senegal had alleged business arrangements with designated DPRK entities. Open North Korean-operated restaurants were found in Thailand, Cambodia and Nepal.

From CNE
"The one-year investigation report was made from February 2019 to February 2020.
Cambodian Foreign Ministry spokesman Koy Kuong confirmed that Cambodia had complied with the decision of United Nations Organization for Economic Sanctions on North Korea. According to Koy Kuong, Cambodia had subsequently cracked down and shut down North Korean businesses.
“Now, let the US organization search for a North Korean company,” the spokesman said.
“In Cambodia, no, because we have long followed all UN resolutions. And they want to know that the DPRK is still in business in Cambodia, (we are)helping them to point out that there is no more. ”
On January 20, 2020, the Cambodian government sent a letter to the United Nations Security Council (UNSC) over the closure of North Korean businesses and restaurants in the country.
The Cambodia report, which was sent to the UN Security Council and published on the website of the Committee on Punishment, states that Cambodia closed 12 restaurants, and a 3D museum or Cambodia’s first “Angkor Grand Panorama“, invested by companies from North Korea in Siem Reap. In addition, 115 North Korean workers and workers were also deported."

Well, it's entirely possible that the Trump administration would have lifted the sanctions on DPRK if Bolton hadn't "'sabotaged'' the Hanoi summit by proposing the "Libyan Model" at the 11th hour of negotiations.

https://journal-neo.org/2020/07/02/what ... s-memoirs/The problem with that approach is that, from 2011 onwards, the "Libyan model" is taken to mean only one thing - a repetition of the murder of Muammar Gaddafi by the rebels. In the words of the US president, the DPRK leader "rightfully went 'ballistic' like a missile" and did not want Bolton next to him.
Trump states that after the end of the negotiations, he asked Bolton: "What the hell were you thinking?" But the latter remained silent and merely apologized. "I should have fired him right then and there!"
