The car was apparently driven by a Cambodian woman and a white male identified as Connor Kirsch. Connor Kirsch is the Chief Marketing Officer and General Manager of BeerPro Import Export Co., Ltd. His father, Bernd Kirsch, owns Ganzberg, Two Birds brewery at The Factory and consulted for shops. Both the father and son work at the brewery.
Khmer media first reported that the police suspected that they had been involved in an accident in another part of town where a motorbike driver had been killed. The police later cleared them of the suspicion after it was discovered that the couple had been involved in an accident with a white car. CCTV footage of the accident can be seen below.
An story uploaded by the Two Birds craft beer bar on Facebook and Instagram showed the couple cheering with beer bottles before the time of the accident. The story was removed from Facebook but we were able to retrieve it from Instagram. According to witnesses the couple was also seen drinking at VITO.
On his LinkedIn profile Connor says that he was born in Cologne and moved to Hanover when he was just 1 year old. He later attended private schools in Phnom Penh and is currently studying for his Master of Science degree in International Management and Leadership at Queen Margaret University in Edinburgh.

Phnom Penh: A Cambodian woman with foreign man drove a Rav4 car and crashed in Boeung Keng Kang district were chased and detained on Street 271 in Sangkat Boeung Tumpun 1, Khan Meanchey, Phnom Penh, at 1:30 AM on July 26, 2020.
Boeung Keng Kang district officials told reporters that before the incident, his team patrolled the local area to prevent any crime and came across a badly damaged black Rav4 car with license plate. The local authorities of Boeung Keng Kang district cooperated with Meanchey district authorities to interrogate the driver of the car for almost an hour, but they were answered with unreasonable excuses. They were taken to Phnom Penh for further research and procedures.

UPDATE: It was later found that the car was not involved in the fatal accident (as was reported in the source given), but collided with a white pick-up. Both vehicles then attempted to flee the scene.
