My experience in a quarantine camp in Cambodia

Having gone through this process myself, the OP description is largely OK.
Let me add some notes, from the foreigner POV:
- The whole process/handling was quite chaotic, to put it mildly.
- Being a white nose, I still got somewhat offered the option to go the "Khmer" route and go into free government quarantine. In the end, I did end up in a "hotel". No choice for hotel offered, as far as I know, all non-cambodians and even some Cambodians got directed to specific buses and off we go with police escort.
- Insurance and PCR test results got "seriously" scrutinized twice. Pre-check and the next step immigration itself. Although I do have my doubts, whether the immigration officer would be suitable fluent in English to understand the writing and the older pre-checker did not have enough light to be able to read the documents. I think, for the insurance, they just followed, what I highlighted with a marker (ie the sentence showing actual costs, with no limitations for insurance) and the PCR test showed clearly "Negative" and a suitable date.
- For the USD 3000 deposit, there were several "booths", where you could obtain the money. I saw booths with major credit card logos, an (I think) Acleda, an Canadiabank booth and some more booths, though that might have been more Chinese types or so.
- Since I do banking at Canadia Bank myself, I went for that booth, making the withdrawal using my regular Canadiabank card and got an ATM card with security code and a "USD 3000 deposit" receipt in return. There was a need to show Passport, boarding pass and sign/fingerprint the regular Canadiabank cash-withdrawal papers.
The expire date on the ATM card is 7/20.....
I got told, I could use the ATM card to retrieve the remaining amount after 14 days using an ATM.
I don't know, whether everybody got an ATM card. It's pretty chaotic in that area.
Canadiabank did not charge me for the USD 3000 semi-cash retrieval (normal cash retrievals are also free), though I don't know, whether a charge on the new ATM card was done. No way to check, for now.
- The ATM card is named as the Ministry of Health being the "owner" of the card. It does NOT should major credit card logo's.
- At immigration, the insurance and foreign PCR test got scrutinized and the visitor "checked-in" with webcam picture. The passport got stamped but not returned yet. No mention was given, when/how the passport would be returned. No questions asked about the visa. The Insurance and PCR test papers were kept, including the copies I gave them.
- The medical check itself is performed "professional", though the actual swiping is not super pleasant, though bearable.
This station wants to retrieve the self-health-declaration.
- Actual "order" of processing: Pre-check self-health-declarion, Pre-check Covid-19 PCR test and medical insurance, get/deposit money, immigration, baggage retrieval, medical PCR test, to the buses and off to the hotel.
- The bus was quite crowded, to much, and an increase risk in virus cross infection.
- The buses got "loaded" airside and when full, guided by the airport authority follow-me car to land-side.
Regular land-side was completely closed off with the outer most doors shut and roped off.
- Actually, two buses were loaded to go to the same hotel, which drove together, resulting in another huge crowd and chaos, when everybody left the bus to "check-in" in the hotel at the same time. I saw this coming, so immediately jumped of the bus and managed to be the third person to "check-in". Later-on I retrieved my hold-luggage from the bus, which got "sanitized" by a little spraying.
- On arrival, the security guy hands out "registration" forms, to be filled out, etc. The hotel NEEDS complete destination address, including street, number, sangkat, etc. And they want to see the boarding pass (probably as a kind of ID check, since the passport is not yet returned).
- The "hotel", grumble. It's a low-end 3-star something that is not even listed at booking.com (Town View Hotel). Mold in the bathroom, noisy/dirty airco with performance issues, dusty/dirty room fixtures, only cold water for shower (might be due to everybody arriving late at night and having a shower, etc.) and the wifi that does not allow me to properly load/post on K440, etc. Instead of the promised USD 30/night, the hotel does charge USD 45/night, though it's not clear to me, whether that would be including or excluding the meals. The hotel does have a display fridge with drinks at the reception.
- Meals are brought to the room: breakfast, lunch and diner. No times given.
- There is a kind of hotel-security guy who "prevents" you to go outside (to buy your own stuff). On the other hand, using the chaos during "check-in", he did not have that much of control potential, so to say. Seems police is also monitoring, though I did not see them.
- All in all, from touch-down to entering my room, it took 3 hours and I think, some other people may have needed 4 hours, due to the crowd at hotel check-in.
- In the hotel, you could "choose", whether to have a single room occupance or double (Maybe sharing with stranger, or for families, I don't know).
- The PCR test seems to take 2 whole days (or better, the hotel does force people to stay for minimal 2 nights and even asks whether people would like to stay longer).
All in all:
- Typical Cambodian Chaos.
- And yes, it is possible to come to Cambodia based on family unite reasons .....
- Fingers crossed, nobody on the airplane turns out to be infected.

How does that work exactly? I have been told on this very board that I can only get in if I work for a Cambodian company.

Don't believe everything people post here, just because they do have an opinion.
When you do have a recorded history of long term family support and there is a need that you return to Cambodia to be "on the floor" for more support, the embassy quite likely will provide you a business visa.
I did supply around 2 cm paperwork, just to show that. What did I include:
- Extensive motivation description why I would need to go to Cambodia. Real stuff, no tear jerkers.
- Written invitations from the family member, especially when children write their own story with drawings, that's useful.
- Add pictures, full color, 1 per page, showing the children in a situation where you provide the support.
- Have massive amounts of money transfer receipts. All family members I support, get their weekly/monthly money by bank transfer, and I also pay school, etc by bank transfer. I showed 5+ years of this. I did print 6 receipts/page and then double sided.
- Take care to include all mandatory documentation, flawless. They do check, but only spot checks. To take care these spots are OK, the whole needs to be OK.
Take care your whole story is genuine, holds up on verification and just put a lot of effort into that, to show you are serious.
Especially the written family invitations might be difficult to obtain from abroad. Write sample letters yourself, sent to the family, let them copy on paper, sign, make picture of the writing and return to you, including ID pictures.
And, I do think, showing up at the embassy in person is important. They want to speak with you, to find out what kind of person you are, to step outside their official guidelines. Cambodians do love their children and if you spent all your effort in it, to improve the future of the children (and the children are obviously and genuinely happy on the provided pictures), you have a good case.

The aftermath.
Day 13 after arrival is the day for the second Covid-19 test. I went to the "Chak Angre Health Center" on road Nr 2 on the Phnom Penh outskirts. The area does have 2 gates, you need to use the left one. They do not publish opening hours, though that seems to be 10:00 - 14:30. I did come there 45 minutes late, so they only recorded my details and I had to come back next day, with the advice to be there around 9:30.
There is a "waiting" room, just outside, partially under the trees, with some plastic chairs, nicely separated at the 1.5 m. The seating area floods during heavy rain, ants are available to and free. The administration is housed in a roofed/caged 50 m2 area, roped off around to avoid people getting to close to the cage. From inside the cage, they collect the administrative info, like a photo of your Passport and arrival card, and some of your details like flight number & seat number. With this info, they do prepare a file, being used for the factual sampling.
Day 14 after Phnom Penh arrival, I arrived at "Chak Angre Health Center" something like 9:15. Around 4 people were already waiting, until 10:00 another 20 people showed up for testing. Most people did have to "register" themselves on arrival at the "Chak Angre Health Center".
Starting 10:00, people were called by name, based on the file and requested to proceed to the main building, waiting outside, where the already named sample materials were handed out to each person. Because I got registered the previous day, I did become nr. 2 in line. Nr. 1 seemed to be a Chinese hi-so. Waiting in line was for 5-10 minutes until 2 people in full PPE arrived, made "office" and called in the people to be tested one after the other. Testing was pretty "rough" compared to the previous EU and also at the airport testing. Little consideration that the nose treatment would not be your favorite, to put it mildly. The Chinese Mr. hi-so started screaming, when punctured. Testing was finish in 2-3 minutes and after that you were sent out.
Requesting at the admin cage for the next steps. Results would take 24-48 hours. When found positive you would be contacted and probably see a lot more people in full hazmat equipment. When negative, no contact would be initiated.
To retrieve the remaining deposit, I got noted "just go to the bank, when you are not contacted". My expectation is, I will get back "some money" and I doubt, I will get a detailed specification of what is being charged.
IF you want to have a Covid-19 free certificate, they can not help you at the "Chak Angre Health Center".
In total, from leave home to back home, it was roughly 2:15, including 2 times 30 minutes motobike drive from Toul Kork to the "Chak Angre Health Center". Add to that, another 1:15 travel+speaking for the visit to the closed center, that would total to 3:30, including travel. Not that bad, compared to the reports of the other testing location, "Khmer-Soviet Friendship Hospital". People in the admin cage were also friendly and helpful.
During the self-quarantine, nobody showed up at my doorstep to check, whether I am at home, etc. Being registered in the FPCS, I assume, they know where I am supposed to be.
Next step would be to retrieve the remaining deposit.

If this does indeed cost USD 10 per meal, it's really over the top. If it's "included", in the announced USD 45/day hotel fee, OK, I can live with that, though I still would prefer my local roadside food stalls.
Today, 48 hours after the Saturdays' Covid-19 test and no phone call for positive testing, I went to recollect the remainder of the deposit. An astonishing USD 2770 was remaining in the ATM card.
Signaling a total cost of USD 230 for 2x Covid-19 test/reporting, 2 nights at the hotel, 4 "meals" and the transportation to the hotel. Based on the price list, that should have been a total of USD 305.00. Based on the quoted hotel price (USD 45/night), the total should have been USD 335.00.
However, banks are closed until Aug 24, so I could not go to the counter to collect the whole lot and I robbed the ATM for just USD 1000.00. Tomorrow and Wednesday, another USD 1000 + USD 770.
Somehow, I do get the impression, the banks' closure made, the last Covid-19 test + processing might not have been charged yet and that will only be done on Aug 24.
And somehow, I do have the impression, the amount on the ATM card was not locked at all, so, I could have gone emptying the ATM card, just a day after the deposit was put in there.
