The Ministry of Health announced this morning that there were three newly imported confirmed cases.
Three Cambodian men transited from Pakistan to Malaysia and returned home on July 31. They were isolated at an isolation point in Phnom Penh City. They tested positive for Covid-19 on the 7th. They are currently receiving treatment at in hospital.
The Ministry of Health also notified that one new case was cured. The patient was a 29 year old Cambodian man who was allowed to leave the hospital on the 7th.
As of August 8, Cambodia has confirmed a total of 246 cases and cured a total of 215 cases. Cambodia-China Times

Does this mean they were on a plane where another passenger tested positive on arrival and as a result they n the rest of the passengers were quarantined even though they tested negative and thus meaning that they got infected while on the plane?

They MAY have got infected on the plane, though I think, it's more likely, they got infected during at the PNH airport or during the quarantine, given the way this is done for Khmer.

Yesterday:
Tbong Khmum Provincial Health Department Director Keo Vannak said that one Cambodian man had tested positive for COVID-19 again on Aug. 8 after arriving in Cambodia from Saudi Arabia on July 10. The 29-year-old Cambodian man initially tested positive upon arrival, but following treatment at Chak Angre Health Center he was declared healthy on July 28.
According to Vannak, the same 29-year-old man was tested again for COVID-19 on Aug. 7, with a positive result coming back from the labs on Aug. 8.
The man was immediately rushed to a referral hospital in Tbong Khmum Province and some 47 people believed to have come into contact with him have since been quarantined at two converted schools in the province.
Spokesperson for the Ministry of Health, Or Vandine, said that she acknowledged around three cases of apparent reinfection, but opted not to make a public statement so as not to cause confusion over the new cases.
Today (Thursaday)
Three men transited from Russia to Malaysia and arrived in Cambodia on July 19. The sixth test was made on August 12, and the result was positive.

* 30-year-old man resides in Siem Reap City, Siem Reap Province
* 30-year-old man resides in Sampov Loun District, Battambang Province
According to the ministry, the three men were being isolated at a training center in Kampong Speu province, and are now being treated at Kampong Speu Provincial Referral Hospital.
The fourth man returned from Indonesia on July 23, and took his fifth test, which came back positive.
He is a 27-year-old man living in Krouch Chhmar district, Tbong Khmum province, was a passenger from Indonesia on a flight to Cambodia on July 23, 2020.
His fifth test result was positive for Kovid-19 virus on August 12, 2020, and he is currently being treated at Preah Norodom Sihanouk Hospital in Suong City, Tbong Khmum Province.

This gives me the impression of lab mix-up / lab contamination or even false negatives testing (happens roughly 5%) .......
