It has been difficult for Chinese people to return to China from Cambodia during the pandemic. People planning to return are asking the same question: will they be interrogated when they return to Cambodia?
Some people think that it's not a big deal to cooperate with the police while others choose their words carefully while being interrogated. The police are confiscating passports preventing some from going abroad again.
After returning to China Xiao was invited to the local police station. The police asked him to sign a permanent non-exit contract promising to never leave the country again. "I don't know if I should sign it. After signing it, I really can't go abroad", he said.
"I promise that I will not leave the country in the future and I no longer need a passport or other exit documents. The department recognizes that I am restricted from leaving the country and I will no longer leave the country."
Xiao said that it was the second time the police station contacted him. Earlier this year the police visited his home, but he was not there at the time. "First they called me but I didn't answer. Later they drove to the village to find my family."
"When I told my family that I was suspected of fraud or something, they were frightened. They signed a contract on my behalf promising not to participate in telecommunications fraud."
I solemnly promise to:
- Strictly abide by national laws and regulations, and I and my relatives will not organize or participate in criminal telecommunications network fraud;
- Provide personal information to government departments and public security agencies truthfully;
- Not associate with people involved in telecommunications network fraud and other criminal activities;
- Cooperate with government departments and public security organs by providing any information about suspicious people and clues I have"
The police recently contacted Xiao again. "They asked me what I worked with in Cambodia, who bought the ticket, who I went with and how long I stayed there."
Xiao told the police that he was working in a hotel, but the police asked for proof of employment. "I returned to China last year and I can't provide any proof of employment at all."
The police told Xiang that he had travelled to a place with high rates of online fraud, and that he needed to sign a permanent non-exit contract and sign with his fingerprint. "The asked me not to go abroad in the future, if I want to go abroad I need to provide a work contract or other evidence, but if not provided departure is permanently restricted", he said.
Xiao said that although he doesn't want to go abroad in the future, he still doesn't want to sign the non-exit contract.
The police denied knowledge of demanding people to sign contract after returning from Cambodia.

Pretty much sounds like what they ask me when I go back to the USA at the airport before they stamp my passport and let me back in.
The police don't call me..or ask me to sign anything post arrival.
Sometimes, when I am leaving the USA I am stopped after my boarding pass was scanned and asked where am I going and what am I going to be doing there.
I don't really care about the plight of a communist who cannot prove what he was doing in Cambodia to his government.
I can always prove what I am doing or where I have been.
But, I have nothing to hide and am not working for an illegal operation or committing fraud.
The police don't call me..or ask me to sign anything post arrival.
