Schools Closed again.
It's been confirmed that schools in Phnom Penh and Kandal have to close again, apparently for 2 weeks.

They (Schools) will be closed until there are no more cases which can be linked to the Feb 20 event.
New announcement...all schools, at all levels, country wide are to close immediately until further notice...
I'm not a negative person, I encourage people all the time...it's usually to f**k off! But, whatever.
I do understand that the sight of a young Covid-19 positive boy climbing alone into an ambulance is an emotionally powerful moment for parents countrywide. I also understand why Public Health latched onto that image, thinking that increasing fear in parents might encourage more safe behaviour. However, City parents across the country, Phnom Penh and every provincial capital, were already very fearful, careful, and correct. City kids too, had amazing mask use, and pretty fair distancing and hand hygiene. Remote rural areas, much less so, but so far, at least, the virus just isn't there.
Older studies on promoting fear to change behaviour risky for HIV transmission showed compassion and community worked best by far, and though fear worked for some, it wasn't effective, over time, for most.
Since the start of the Feb 20th Event I have been impressed with the Governments targeting and restraint of action compared to what they, and all countries, did early in the pandemic when we all had less knowledge. I do hope the blanket countrywide closures are only temporary steps backward, geared to keeping people from travelling during the upcoming Khmer New Year Holidays. For that limited purpose, ratcheting up the fear might work.
Once Khmer New year is over, if new positive cases are still around 30-120/day AND they can trace back to the origin of almost all cases, they should reopen all schools not linked to positive cases. I hope case numbers will be even lower. Oh, and let's open those museums too!

I dont understand all the closures anymore as HE has just announced the Khmer New Year can proceed. So most likely that will be the annual exodus of people to the provinces and back. Great way to ensure the virus finally gets distributed equally over the country.
I'm afraid the international schools will not be opening any time soon. Some have a summerbreak July/August so maybe after that? Let's see. Currently contemplating what to do with the upcoming bill.

Actually, I think, Western countries reacted to slow with the closures and were to fast to reopen again before XMas. Do the lock-down right away, and you only need 2-3 weeks to diminish the Covid-19 infection spread.

Agreed that prompt action can save lives and avoid longer, bigger shutdowns later.
I'm just not sure that closing a small rural school in Bang Tmar Koh Kong, or Veal Veng Pursat, or even the museum in Battambang, is anything other than a knee jerk reaction so HE can see his Ministers doing something, anything.
Earlier this year the government was trying to target limited lockdowns so contact tracers had a chance to follow up infection transmissions in both directions (moving forward from any individual, and tracing it back). Just sitting around reading my laptop, it looked to be MOSTLY working. While they haven't yet managed to stamp it out, there was no rapid acceleration of infection.
I just don't think closing a small school or museum far from any Covid positive individual is helping the country. Keep up the Do's and Don'ts, close particular places, but leave poor rural kids in open schools.

The major problem with the Covid-19 spread in Western-EU is, the spread out throughout the whole population. Where a year ago, there were largely concentrated clusters of infections (with roughly the same totals), now, it's allover everywhere, with the consequence that the lock-down only reduces the spread slightly. Whereas each lock-down softening immediately gives a significant increase in infections.
Also, when the lock-downs are only in specific area's, you get the waterbed effect that those in the lock-down areas do move to the free area's and, then you have the global spread. So, better proper lock-down everywhere for 2-3 weeks and there will not be a large people migration, so no further spread. The best lock-down is the stay put method. Nobody moves, etc. And, I do think, they do this pretty well in Cambodia. We do not have to forget, the absolute infection rate is extremely low, though things will get out of control, when you don't do the lock-downs.
At least they aren't cancelling sorry postponing Khmer new year this year. Good chance to spread the good cheer to the provinces that seem to be missing out.
Khmer New Year might be safe and un-delayed, but they are sure to do their best to reduce inter-provincial travel. If you think movement is easy peasy now, just wait a week. They don't need to do much, just fairly useless temperature checks, and potentially fairly useful QR code scanning, with the long traffic jams those will create, and most will stay put where they are. Toss in the threat of a full lockdown, potentially trapping folks longer than they'd want, and 88% of holiday travellers will stay put.

ISPP back to online learning after 1 week.
