If you register using this extraordinarily inconvenient monolingual portal, it gets your phone number... maybe they will call you.... I registered a few weeks ago... nothing yet...

You need to register with the MLVT or your local Sangkat depending on if you work or not. The announcement does not mention the app. It is unclear if it is even being used. Assume that it’s not.
Yeah, though at the scale of this vaccination, can you imagine turning up 10K people/day (or more) Khmer/Foreigners at their doorstep to register for the vaccination ? In principle, all foreigners are already registered centrally, otherwise you won't be able to get your ER.
I do think, other mechanisms need to be put in place. Wondering what they will come up with. The app/website mechanism obviously didn't work at the scale they face, otherwise we would have seen reports "it worked, I got jabbed", which we didn't, on the contrary.

Where is the MLVT building is located? I tried the website but its only in Khmer language.
My workplace registered all staff 2-3 weeks ago.
We were told yesterday that we should go to a named clinic between 2-4pm today, where about 50 people will receive vaccines. Expecting some fuck up somewhere- it can't be that easy, right?

I finally located the MLVT building this morning. I went to verify what can of assistance (sic) I can obtain related to COvid-19 registration for foreigner. I didn't see any pale face in this building except my own, I asked severals individuals about registration for Covid-19 inoculation, no one seems to know what I was talking about, they were very polite of course but no avail. There is a lot of posting outside and inside the buildings all in Khmer not a word in English. The place was pack with young peoples seeking for jobs. Arrived at 12.30, was told 1pm.
1.30, no doctors, more and more people.
2pm doctors turn up, various 'leaders' throwing paper at them trying to get through. Some arguments with a bunch of civil servants, doctors and the 'Youth CPP' lot (all over 40 years old).
Turns out that the civil servants should have been jabbed earlier in the week, but for some reason stayed away. Then yesterday Samdech Techo said 'no jab=no job' so they have rushed in from all other districts. The Youth STASI were actively taking all their photos for some reason, then it was announced that they'd get seen first (maybe about 300 of them- teachers, police, ministries etc).
All this time a bunch of private school teachers (over 100) and Chinese factory staff also showed up en mass and it began to rain. As the clinic shuts at 4, there was no chance of being seen today, so instead of prolonging the inevitable, gave up and went for a beer.

MLVT is responsible for preparing the registration list of foreigners holding Ordinary Visa. Read the announcement on the previous page.

As I understand the employer will provide staff lists to the Min of Labour. I'm sure they aren't taking walk ins from random Barangs wanting their names on a list.

Doesn't this mean that only company boss goes to ministry make announcement for employee to get vaccine.Officially Foreigners are to register using the Government’s APP or register via your company of work.
Not every sole proprietorship owner goes to ministry, they make vaccine appointment with app.

Success. Got a phone call at 9am, raced down the hospital- they have finally separated the different groups so no TEFLERS, civil servants, Chinese or general peasants.
Walked in, filled in the vaccine card, straight through, prick in the arm and out in under 10 minutes.
