I think, they are wrong.
They do mix-up time scales. They do forget the accumulation of vaccine related deaths happens in just a few months, and the "natural" Covid-19 death cases keep on accumulating, until natural herd immunity is reached.
Assume, the AZ vaccine related deaths is 6 per million, assume the herd immunity starts with 70% (natural or vaccine related) protection, assume a death "rate" of 2% of the cases, which implies with a population of 5M people, you have 30 vaccine related deaths. And the death rate of natural protection would be 5M * 0.7 * 0.02 = 70000.
Just do your math, keeping in mind, the time-scale.

And they have opened up allowing people in without quarantine. I'm guessing the issue may not be just down to the vaccine...

No vaccines give you immunity, same as the Seychelles have found out.

Better to be vaccinated (even with Chinavac) especially if you’ve “co-morbidities” - or have pre existing conditions.

I went for a shot today but failed to get it. Upon arrival at 12.30 we were put in a tent for 2 hours to wait. Before getting the shot they would take your temperature. Of course by that time mine was too high. I gave up after 3 attempts. Now back home with air and a normal temp. reading. They also had no clue what vaccin was available as the letter listed all three (astra, sinopharm, sinovac). It turned out to be only Sinovac which I not want anyway.
I might book the Astra later (quoted $70) but you have no idea if it is legit. Or leave the country but where to? After 12 years here there is no improvement in how they "organize" stuff here.

Not much current activities for foreigners innoculation, yesterday i went to check at the high school on St. 214 near St. 143 where the Covid-19 innoculation is available. The queue was a mile long and they were no barak at all just Khmers.
