Looks to me, the location far outside Phnom Penh, does have the "side effect" of far fewer people attending a cremation/funeral and as such, less community spread effects. This might be the main intention......

Interestingly Kampong Speu Guvnor Vie Samnang has just announced that Kampong Speu Provincial Administration issued an order to confiscate 266.31 hectares of forest land as state property at different locations (09 locations) in Ta Sal commune and Trapeang Cho district, Aoral.
He doesn't explain why just "Since this stage is an acute stage with the spread of Covid 19, HE Vy Samnang calls on parents, aunts and uncles not to forget the high recommendation of Samdech Akka Moha Sena Padei Techo Hun Sen, to implement 3 protections."

Bet you no more politicians will be exiled. Those dissenting will die of covid and be cremated immediately. Autopsies will also disapear. Bet you the land belongs to HS and the construction company belongs fo his family. Nice to see democracy working in Cambodia
After Covid-19 dies out, the land can be converted into a resort. Since the area is already cleared, no worries about people complaining the resort would be in Wildlife sanctuary. Kind of double dipping

Funny that, because:
Cambodia’s Conch KT Cement (Phnom Penh) plans to build a US$263m cement factory in Aoral, Kampong Speu province, with a 2Mta capacity, according to the Phnom Penh Post.
Conch KT Cement is a joint venture between China’s Conch International Holding (HK) Ltd and Battambang KT Cement. The joint venture currently operates another 2Mta facility in Ratanak Mondol district, which started up in 2018.
Conch KT Cement’s feasibility study on the project is reportedly almost complete, as the company is preparing the necessary documents to apply for the relevant permits and formal government approval.
