Partial Sangkat lockdown in Phnom Penh
The Phnom Penh Municipality announced a partial lockdown in the capital starting on Friday night.
Affected areas:
- Sangkat Steung Meanchey I & II, Khan Meachey
- Trung Moan village, Khan Sen Sok
- 6 villages in Khan Por Senchey
Article 1
Lockdown in Sangkat Steung, Meanchey I & II, Khan Meachey, Phnom Penh, an area with Covid-19 outbreak due to "February 20 community event", for 2 weeks from April 10 until April 23 in order to prevent the spread of Covid-19.
Article 2
During the implementation of the measures all individuals are prohibited to travel in and out except for the following reasons:
- Travel to work (must have permission).
- Travel to buy food. Can be done by up to 2 members per residence no more than 2 times per week.
- Travel to hospitals, maternity clinics or pharmacies for urgent health reasons.
- Emergency travel outside lockdown area is allowed with permission from the relevant authorities.
- Travel to Covid-19 testing sites
- Travel of staff, teachers both private and public, civil servants, fire brigade
- Travel of armed forces
- Travel due to emergencies with prior written permission
For all of the above reasons individuals must implement health measures including wearing face mask and keeping social distance as well as taking care of hygiene to kill germs. Must check temperature to fight Covid-19.
Article 3
During the lockdown all gatherings are prohibited except:
- Gathering of family members living in the same house
- Organizing funerals according to the regulations of the authorities
- Meeting of health workers to take samples for Covid-19 testing
- Rescue workers, other emergencies
- Meeting of the competent authority of the Administrative Unity Command
- Gathering people necessary to serve public interests
For all of the above reasons individuals must implement health measures including wearing face mask and keeping social distance as well as taking care of hygiene to kill germs. Must check temperature to fight Covid-19.
Article 4
All businesses not necessary for daily activities shall be suspended except in the following cases:
- Public services include electricity supply, clean water, solid waste collection and transportation, solid waste
- All activities, occupations or businesses that operate through the online system
- Emergency services, health services and pharmacies
- Supply of goods or services that are a daily necessity, such as banking and financial institutions
- Gas Station / Postal Service - Telecommunications Shops Shopping Market Phsar Mart
- Restaurants, but must reduce the number of staff to a minimum
- Necessary transportation activities
- Other necessary business activities that have been authorized by the authority
For all of the above reasons individuals must implement health measures including wearing face mask and keeping social distance as well as taking care of hygiene to kill germs. Must check temperature to fight Covid-19.
Article 5
All authorized travel as stated in Article 2 may not be carried out between 20pm and 5am except travel for health reasons, urgent and necessary reasons in the family, transportation of goods, fulfilment of service duties.
All businesses shall suspend operations between 20pm and 5am except:
- Emergency service
- Health, pharmacy, gas station and other necessary public services with permission from the competent authorities.
Article 6
Government shall establish a working group to ensure public safety, inspect food outlets, shops and supplies, work to implement health measures such as medical sampling.
Article 7
Anyone in violation of the above shall be punished in accordance with the law on Covid-19 prevention.

I've been looking but can't find a decent map of the Sangkats. They either concentrate on a central area within the 271 ring road/ dike or just show vague unnamed areas. I live in a district mentioned but I figured out a few days ago that the affected factory is very far from where I live in a totally different village/commune. If anyone has a decent link to a current Sangkat map please post it.

Lockdowns in Asia make even less sense than in Europe. Asian families are big, live all together, socialize with neighbors a lot more. It’s an exercise in obedience, nothing else. Copying what the west does without thinking in asian context.

And then, in keeping with Khmer tradition they spread it for a couple of weeks until one is almost dead and someone drags their almost lifeless body to a hospital where they promptly die "because doctors are expensive so we only use them really, really sick".

It's from 2011 so many boundaries have changed since. Chhba Ampul is no longer in Meanchey.

This lockdown doesn't mean much in practice.
I've just driven through Porsenchey and everything is as normal. There are a few road blocks but everyone knows shortcuts through small streets to get around them.
Difficult to enforce and I don't see many people following it. I can't imagine everyone was out on 'essential' business like me...

(Phnom Penh): Phnom Penh Capital Hall, through the official news channel Fresh News on the evening of April 9, 2021, announced the rejection of the news that the authorities will close Meanchey district because of the number of people infected with Kovid. Has steadily increased.
Phnom Penh City Hall spokesman Met Meas Pheakdey told Fresh News that he had completely denied the allegations and that authorities had not closed Meanchey district. Mr. Met Meas Pheakdey called on the relevant authorities to investigate and take action against those who polluted the above information.
Phnom Penh Capital Hall's denial came after an anonymous voice shared that the authorities would close Meanchey district in three hours as workers at the Din Han factory found positive Kovid.
