Chinese hackers steal data from Cambodian MoFA
How will this go down?
"PHNOM PENH/HANOI: Buried in a long U.S. indictment accusing China of a global cyberespionage campaign was a curious detail: Among the governments targeted by Chinese hackers was Cambodia, one of Beijing's most loyal Asian allies.
The target of the hack, which two sources with knowledge of the indictment said was Cambodia's foreign ministry, was also revealing: discussions between China and Cambodia over the use of the Mekong River, a new battleground for U.S. and Chinese influence in Southeast Asia."

I think this was not a big challenge as cybersecurity is often overlooked and there are hardly any qualified personnel in Cambodia. All of that could be easily bypassed with a brown envelope to the system administrator as both cultures are used to this. Copying data leaves few traces. There also is an abundance of Chinese hardware here and the Chinese government now bans publishing 0-day research in China. This way they can benefit of it like the NSA does with 0-days in their software.
A big problem here is education. To succeed in cybersecurity people need to learn critical thinking and logic. Vacancies also state unrealistic expectations. I've mostly seen them at the financial and telecom sector where they either required outdated tech knowledge or an unrealistic profile. E.g. you have to do security event monitoring, incident response, pen testing and information security all combined. In the West each would be a profession on its own due to different skillset required.

In that case, without diverse specialists available, they probably just hacked in... and nobody knew... or, it is all rumor. Maybe the Chinese paid, but I don't think they would need to... cyberspace is easy to unlock... will we know the truth? Nope... unless someone can retell the tale with insider dope. Unlikely.
