while you are at it can you post the name of any government agency at all that is not receiving ANY foreign funding? Whatever happened to those NGO dominating the landscape in Sihanoukville before the Chinese invasion ?
Human trafficking, torture, murder, money laundering, illegal online gambling increased significantly but you don't hear or see any of the NGO defenders of human rights ringing the alarm bells. I can only imagine that is because they don't speak chinese or perhaps closed business in Cambodia and moved on to ............
Syria, Afghanistan,South Sudan or............................to Tahiti Island for a real break perhaps ? No more punks to run child shelters ?

They are particularly focused on finding the sources of weapons seized during a raid on a Chinese-owned casino hotel on Friday during which 14 Chinese nationals were arrested and two countrymen, held against their will, were freed.
The raid on the casino hotel at Ochhoeuteal beach came about after an alleged kidnap and purported rescue as well as a series of Khmer Times exposes detailing China Project’s infamous activities.
National Military Police spokesman Brigadier General Eng Hy said yesterday that to provide security and stability for foreign investors and the people in Preah Sihanouk province, the national military police forces in cooperation with provincial police forces as well as other related authorities are strengthening enforcement in province.

There are many others I'd choose to criticize before I got to NGOs but then I wouldn't have the same level of intellect as you.
