NGO in Cambodia
NGO in Cambodia is a subject that i once discussed with a friend who just arrived and sought work with an NGO. He was, as most in the industry than just a simple backpacker with little or no degree in any field. He simply wanted to HELP and enjoy doing it.
He asked me which ones i could recommend and my answer was :i dunno, i never worked in that field . So we asked another guy who stood close and apparently knew more. He said there are about (20 years back) 3000 NGO in Cambodia and he couldn't recommend a single one. My friend replied : well they can't all be bad to which the guy replied OK, you name me one that's different.
Today we enjoy 5000 NGO in Cambodia so things must have gone from bad (after the Khmer Rouge) to worse which is totally contradictory to the facts we see every day. Phnom Penh enjoys a "NGO CIty" with serviced appartments etc. while Unicef houses a huge block of land near the Friendship Bridge. Most visible sign is the White SUV. According to this editorial the Industry is worth a 250 Billion USD/year.
How much of that money actually makes it into any solid projects i don't know but ADMINISTRATIVE Costs always stuck out on the top.
The fact that NGO and foreign Powers like the US (than FM Hillary Clinton said at one of her visits that Cambodia doesn't need a Law to regulate the NGO Sector / LANGO) Lango, the law in question was fought against for years on end and never, up to this date got the approval of NGO. They simply did not want the Transparency, period.
The Party that every backpacker or unsatisfied woman can open an NGO to rescue Cambodian Children in order to not only satisfy their own ego but also finance their stay in a tropical country and feel GOOD is coming to an end. Cambodia is now much better off than ever before and Khmer should take care of their own kind without being influenced by foreign religion and culture.

Yes, we can see now why Hillary Clinton would not like the NGO or "philanthropy" sector to be regulated.
The NGO sector is how foreign states and other interests peddle their influence and apply pressure on small democratic countries like Cambodia in particular. The sector offers the chance for countries like the USA to interfere in countries like Cambodia while denying that it is them.
But the American state is not the worst enemy. No, the worst enemy of Cambodia and of the world are the hedge fund billionaires who use the philanthropic sector to create social change that helps to advance their business interests.
The culmination of all this activity can be seen in the madness, authoritarianism and coercion evident in every country in the world right now.
Behind it are the Rothschilds, even in the South East Asia region, who wish to destroy national sovereignty of every independent people and country and enslave all free people in a digital control system. This effort is now being rolled out primarily by the United Nations, which has been completely captured by the interests of big capital.

There aren't 5000 active NGOs in Cambodia. It's conceivable that there are 5000 registered, but a very significant number of those will no longer be active.
You seem to equate NGO with foreign....international NGOs make up a small %age of total NGOs in Cambodia. The vast majority are local, paying local salaries and are certainly not living in serviced apartments or driving NGOs.
I could easily recommend many good NGOs, as could many who have experienced life here. Not being able to find one doing good work just demonstrates ignorance and cynicism.

What a bunch of nonsense. UNICEF isn't an NGO. Where are all these "white SUVs"? It's extremely rare to see an NGO plated car these days. That article in the Khmer Times is total garbage, it's just a thinly disguised attack on environmental protection agencies.

He studied accounting for a year before switching to law. He told me he saw shit even a freshman would pick up as blatant corruption.
Huge expat salaries, pitiful local salaries, up to 80% of donor's cash allocated to salaries and benefits, with expats gleaning around 90% of that 80%
Hiring family from overseas, stating their salary as double what they were getting, submitting that for tax breaks back home while keeping the difference

Not at all surprised to see Hilary Clinton's name braided through this threat. There are a lot of shady stories about the Clinton Foundation especially. Was it in Cambodia and what did it get up to here, anyone know?

Many International NGO's are very inefficient in their use of funds to achieve their normally stated noble objectives. The most common reason is correctly stated above, too high admin overhead due to high expat salaries for the already rich. However, many good/necessary things happen.

One common fault of international NGOs is that they tend to overpay their local staff. Leading them to have unrealistic salary expectations when the NGO finally leaves and they need to seek employment elsewhere.
But, of course your boyfriend wasn't a jealous low-level employee and he definitely knew in detail how much funds were coming in and how they were allocated. I'm a tad surprised that he knew the details of the directors tax returns back home though.
Related to that is whipping the best employees out of the private sector labour pool in my opinion. My question, still unanswered is "Which ARE the GOOD NGO " do you have any names ?
And the second question still open is: how many of Cambodia's NGO are NOT receiving ANY foreign funding ?? And which ones by name are those (in my opinion supportable ones).
