100.54% of Cambodian Children Have Been Vaccinated

Lol, couple of reasons.
1. Census is wrong, some kids weren't counted. Possibly were in Thailand with parents and have come back within the past year.
2. Vaccines in this program have been 'reassigned' to mates.
3. Someone dropped a case of vaccines and didn't want to admit their mistake
4. They can't count.
Probably combination of all but number 4 is most likely.
A friend of mine did some analysis on ministry of education publicly realised reports. It showed that in multiple provinces the rate of kids graduating from one grade to another was around 120%. Meaning that significantly more kids joined the higher grade than left the lower one.
These figs were presented as fact without comment or caveat. And when pointed out to them the ministry of education plebs just sat there with their mouths open with no idea what to say.
Data is largely meaningless here, numbers are presented and received without thought or analysis.
Take the recent covid numbers. They were clearly nonsense. The daily new infections, if multiplied out came nowhere near the number of active cases. It wasn't even close.

How is that any better? it's still more than the total number in the group - target (as opposed to total number in the group that is children in that age group in Cambodia)

If the target was to vaccinate 100 children, but they vaccinated 105 children, then it is 105%.

I think the target was based upon the number of kids in the age group in 2019 census. Perhaps they didnt think to look at the numbers entering the age range and the numbers leaving it between then and now.

Also remember their planned vaccination targets are a percentage of the population, not 100% of the population.

The vaccination "levels" are fluctuating and seldom have a reference point included, which explains the fluctuations. Effectively, it doesn't matter that much, as long as the figures go up.
And now the elections are coming, higher (and increasing) figures are worth the creativity, let alone, most Khmer would be very impressed by the over-100% percentages reached.

They underestimated the number of children.
Prehaps some kids somehow has more than 1 "first dose". And expats that bring their kids here, was never included in any census.
