Even then. What is important, is how they stay in power. From the SE Asia countries, I think, Singaporeans do have the best options to vote. Cambodia economy will very likely achieve GDP growth of 5% in 2022, and as much as 7% in subsequent years. That is pretty much the consensus forecasts of the IMF, World Bank, Asian Development Bank, and other credible observers / participants of the Cambodian economy. I am part of that group (and have resided in Cambodia for over 10 years.)
There is no "requirement" for democracy to achieve steady GDP growth for a long periode of timne. Prior to Covid, Cambodia achieved this for close to 10 years. In the original tiger economies, Korea was not a democracy, Singapore was kind of a fake democracy, and Taiwan had not yet evolved into the vibrant democracy it has now become. The most significant example of non-democracy is of course China, with 30 years of unprecedented GDP growth.
By the way, the Vietnam government still enjoys a very high level of influence in Cambodia, despite the arrival of China. For rather complicated historical and cuiltural reasons, Thailand's government, and many Thais, still have an intense dislike for Cambodia. That dislike was intensified after the Cambodia military kicked the Thailand military in Preah Vihear in 2014.
Cambodia still lives in a tough neighbourhood.

Democracy is ok, until it ends up with a seventy two year old man versus an eighty year old because thats where the money went. It's a sick puppy and was never meant to end up as such. However it did and consequently has failed.

Cambodia does not have the educated workforce to become a "tiger". That means basically tech and science. They would have to follow the Thai model which took decades to build up. Cambo is now where Thailand was in the early 90's, if even that.
They must build an economy based on tourism and service industries first. And the khmers are quite different front the Thais.

Not arguing with permission+denied about the average education level of most Cambodians compared to to the brightest 17 million Thais, but many thousand Cambodians are already working in the Thai factories of international companies. If Cambodian factories can lure them home, more factories can open in all the new SEZs more quickly. Cambodia won't become a hotbed of technological innovation this decade, that is true, but a lot of Khmer students are bright and hungry for success. The next 15 years should have some fun big steps in the right direction.
