The Naval Base: Yep, looks just a "little", however, it'll be a China strong-hold, all over at the end of the China sea. And, when China needs it, they just move in far more equipment/people than agreed, etc. Do you really think, Cambodia can do more against that move, as saying "we object ......", when China shows up with a 10-fold of the whole Cambodian forces ????? And, we do know China does not have that many moral limitations, when it is concerning "human or even contractual rights", etc.
If they turn up with even one-fold of the Cambodian forces they will have nowhere to dock. It's a tiny jetty.
The size of the physical infrastructure is hardly relevant. The fact it's there, there are "rights" to use it, there are some "own" infrastructure elements, it's a deep water port, there is an airfield with 3+ km runway nearby to fly in supplies and swap military staff, etc. are far more important. Infrastructure elements can be added in just a few months, or even less. A military floating pier can be put in place in just a few days. See the allied invasion of France, already 75+ years ago.
Anyway, the sea is patience and anchoring a large fleet just outside the jetty harbor is a genuine option to use the location as a suitable stronghold.
The US wasn't angry about the value of the torn-down sheds, but because of the loss of "own" infrastructure elements (even when this stuff was "donated" to the Cambodian military, favors are still relevant, you know, all subtle stuff).
