They are partially funded by arms makers like BAE Systems who encourage the government to tool up. We now have nuclear subs and US bases coming for 100 billion. This week we ordered 75 Abrams tanks for 3.6 billion. War with China is actually talked up by Ministers. We are fed bollocks. And as for a puerile response like move to Chins then. How pathetic. I'm somewhere in the middle on this. There is a lot of money being spent on infrastructure and other worthy developments. These are loans with quite high interest rates and short payback terms. However the GNP of the Kingdom can support these. There are other obvious white elephants. There's a lot of hysteria being pushed about "Giant Naval Bases" etc but not much evidence to suggest that they exist. If the west wanted they could invest here as well, but meanwhile we have to rely on what is on offer. We can talk about resisting foreign expansion as much as we like but it's a buyer's market.

Including, grabbing the balls of governments to demand more "permissions". Not only in Cambodia, though also in Africa, and even Greece became a China investment victim (though, when things go haywire there, they'll be saved by the EU, to keep China out).
The Naval Base: Yep, looks just a "little", however, it'll be a China strong-hold, all over at the end of the China sea. And, when China needs it, they just move in far more equipment/people than agreed, etc. Do you really think, Cambodia can do more against that move, as saying "we object ......", when China shows up with a 10-fold of the whole Cambodian forces ????? And, we do know China does not have that many moral limitations, when it is concerning "human or even contractual rights", etc.
There's even a close by airport (in the middle of nowhere, so tourism for that ???). This all is military strategically from an enormous value. Be it visibly used at the moment, or not. The infrastructure is there AND an initial presence is there.
The "West" does have a major handicap with their investments: It does come with strings attached. A type of strings, Cambodia doesn't like. And China does not pose these nasty direct visible strings (China has other strings, see above).
Oh, and all over the world, athletes, journalists and accompanying "staff" are warned over and over again (and sometime even forbidden), to bring their day2day IT equipment. That's not because of the China weather. You are aware, when you enter China at the more "nasty" borders, you have to hand in your mobile equipment and it gets "scanned" and after that, the China government miraculously manages to trace you on your night out ?

There is a "president" in charge in China, which does have obviously land-expansion intentions (chasing after size, importance as well commodities), as well an inside China-back-to-the-sixties reform drive. If you think, this is only Western propaganda, lift up the tile you are living under and see what is the reality.

Maybe, because Vietnam does have these claims backed with a 200+ years history, the Islands are just "in front of their coast". All genuine and pre-existing islands.
Whereas China does not claim 5 Island, but 10+, where each island has become a military base and is far, far away from anything that can be considered China Mainland coastal area. Not to say, a lot of these "island" are artificially, man-made.
