It's the same misinformation that's been thrown around for years about the "giant Chinese Naval base" at Ream. Anyone can see from satellite images that it's a tiny jetty and nothing except a few new sheds has changed there in over a decade. Is the base in some tunnel below sea level or am I missing something?

Tea Banh, Deputy Prime Minister and Minister of National Defense, and Mr. Wang Wentian, Chinese Ambassador to Cambodia, will inaugurate new construction at Ream Naval Base this morning, June 08, 2022.
The construction of the dock repair and rehabilitation workshop is a Chinese government grant to the Cambodian Navy, focusing on the following key points:
First, to rehabilitate the location of the navy at Ream base in order to make it possible to have real control over the existing geographical location, to have a fort camp with headquarters building, office building in all areas, such as: meeting hall building, warehouse building , Entertainment building, canteen, sports field, national-international reception building, construction of electrical system, water system, drainage system, etc.
Second: Help repair old obsolete ships that the Cambodian navy could not afford to repair with 8 units to be repaired in China and 2 floating docks (1 unit with a capacity of 600 tons, repaired in China and 1 unit).
Another 700 tons will be repaired in Cambodia and help to supplement the ships for technical services, such as: 2 towing vessels (1 capacity of 100 tons and 1 unit of 50 tons), 1 ship of food equipment.
Third: Help build and expand a hospital for the internal work of the Navy and the people living near the area.
Fourth, to help build a drydock and slipway repair workshops to repair all kinds of ships that the Cambodian Navy is using, reduce remittances and reduce wasted national budget.
Also, training of specialists in all fields, including equipment on the ship itself, learn to drive, repair, maintain and study, upgrade the capacity as a specialist to repair or install medium-sized ships on their own, study maritime law for the nation and International to expand cooperation with countries in the region and the world.
Fifth: Help build 2 open docks for small and medium ships.
Sixth, to help restore existing levees where the water depth is still shallow, with wide possibilities for medium-sized vessels to move in and out smoothly.
Seventh: Provided military uniforms for the Cambodian Navy to use, equivalent to 36,900 units.
In addition, the two countries’ commissions are continuing to study to meet the various requirements for the training of naval skills to be able to perform security duties in the fields of stability, order, disaster relief, terrorism, violence, arms and drugs trafficking.
