The Battambang Governor recently told the French Ambassador that Cambodia had decided to upgrade and reopen the Battambang Airport.
Pleasing if it happens, but I'm not sure how serious they are about it. If they were serious, wouldn't they ask the country currently building 3 new international airports in the country, rather than a representative of the country currently running the 3 functioning international airports?
Since the current airport management company, one with a long term government contract, will lose millions when the new Phnom Penh and new Siem Reap airports open, assuming they lose their long term contract, perhaps the Government hopes to offer them the 'slightly' less lucrative Battambang market?
Improbable, of course, but who knows?

IF the Battambang airport reopens to commercial flights, I agree, it wouldn't be strange for a private company to run it.
Also, with the Phnom Penh and Siem Reap airports both moving an hour further away from Battambang than the current locations., maybe there is more reason to reopen the airport and it will be close to viable.
I guess the Government expects the new PP and Siem Reap airports to earn enough to pay for construction within 25 years, and that means they will open the Management contract to the highest bidder. The French company won't pay the required kickback, believing they already have a long term contract, and home country corruption watchdogs will look at it. So another company (likely a Chinese affiliated one?) will run them.
My point was the Government may be pretending giving the French company Battambang airport is like throwing them a bone, but with a maximum of 20 flights a week, I wouldn't call Battambang comparable to what they are losing. Maybe they will give them the dirt strip up at Rattanakkiri too, for another 7 flights a week!
