Cambodia has rapidly transformed its economy since the end of its civil war almost 25 years ago, but a slew of recently announced mega-infrastructure projects to be built mainly with Chinese money has raised the stakes – and more than a few eyebrows.
The big-ticket item is a $16 billion real estate development at Ream City on the south coast, to be built by Canopy Sands Development, a member of the Prince Holding Group, which is led by the Chinese developer Chen Zhi. The project is expected to be completed by 2028.
There’s also a $4 billion high-speed rail plan to modernize a 382-kilometer section of the link between Phnom Penh and Poipet on the Thai border. High-speed rail links are also planned from Phnom Penh to Bavet on the Vietnamese border and from Phnom Penh to Sihanoukville on the country’s coast.
And a $1.4 billion expressway will also be built by China Road and Bridge Construction (CBRC) from the capital to Bavet, after it successfully completed the $2 billion, 190-kilometer expressway linking Phnom Penh and Sihanoukville, which opened late last year.

Investment projects are generally a good thing - hope the country can avoid the fate of Laos some years after approving a number of such mega-projects. It seems the approvers did extremely well but the country is drowning in debt.

Cambodia's debt is very small compared to GDP.
Romantic Cambodia is dead and gone. It's with McKinley in the grave.
Lu Khunt is another terribly biased journalist. Sure he writes some good stuff but is blinkered by his anti-HS stance. The Big Man actually called him out by name in a speech a while ago, or was that the HRW chap?
Hopefully Cambodian govt are smart enough to use these loans wisely and avoid the pitfalls of debt traps. For once, I'm fairly confident that they will.

Soft loans from the Chinese brothers will be off balance-sheet I imagine.
Those sounds on the whole as solid infrastructure investments. I especially like the high speed rail. Connecting to the Chinese rail net. I'd love a trip from Phnom Penh through to Thailand, and through Laos.
Not sure why they need so big airports. The current ones have never seemed anywhere capacity to me. Perhaps they will try to be a local hub, but that doesn't sound like something they'd have much chance of success at. I dislike the one on Koh Rong.
