Cambodia has ambitions to improve its railway system, especially high-speed rail.
Regarding the railway development project in Cambodia, Peng Ponea, Minister of Public Works and Transport, said that Cambodia has already studied and prepared a plan. The railway development plan in Cambodia is divided into two phases: the medium phase from 2023 to 2027 and the long term from 2028 to 2033.
According to Peng Ponea, in the medium term, Cambodia has three railway development projects, including: transforming the current two railways (Phnom Penh-Sihanoukville and Phnom Penh-Poipet) into a faster-than-current railway; the second and third projects are to build a railway connecting Phnom Penh to Techo International Airport and connecting Siem Reap International Airport to Siem Reap.
Separately, for the long term, from 2028 to 2033, Cambodia has five railway development projects, including the construction of the Phnom Penh-Sihanoukville and Phnom Penh-Poipet high-speed rail and the construction of Phnom Penh-Bavet high-speed rail to the Vietnamese border, Phnom Penh to Poipet through Kampong Thom and Siem Reap.
In addition to these four high-speed rail projects, Cambodia will also build a railway system in Phnom Penh to facilitate the traffic of people who are growing rapidly.

High speed trains need quality high speed rail and infrastructure though, not snail speed.

There was apparently an electric train from Phnom Penh to Battambang in the 1960s that only took 3 hours or something, I remember reading it somewhere but haven't got a source.
Since the new Siem Reap airport is already proving to be a real money spinner, they should borrow the money for the high speed rail link and get that done asap.
In the meantime, now till the 2026 or 2027 completion, they should promote a new high-speed tuktuk service pulled by vintage Yamaha V-max bikes. For safety, just reserve a road lane for it with perhaps a dozen signs and painted images on the road surface. Safety first!

There is already a hi-speed transport system in place and being used very successfully.

Overhead most of the way, Chinese style, it could work...infrastructure is getting better - I drive down thd newish highway from Sisophon the other day and it's probably the best road in SE Asia.
