If you are buying you do realise they can be exchanged at many banks. I suspect you do know but maybe don't want others to know.

I received a torn bill from ATM and re deposited into the Cash in machine (ABA) which accepted it.
Missus gets a call from ABS asking why we put ripped bill and seemed to want to complain about it, but after explaining we just took it out and from which ATM never heard back from them.
Besides that recent annoyance I believe any banks will take ripped bills and have exchanged some before.

There are locals who do this on a scale big enough to fund a trip to the US with their damaged currency (near worthless here) and turn a profit. Good luck OP, any such business with locals involved will have the slimmest of margins requiring a strict diet of water, white rice and dried fish to compete.
