Sexual harassment in schools

I’d like to be clear about this.
In the academic year 2007-2008, I worked for WIS at their Toul Kork branch. (Poster vlad can vouch for this, if he wishes, as he was working at their university, just across the road.)
One of the local teachers told me (he wasn’t ‘reporting’ it, just telling me for what he thought was a laugh) that a couple of the local teachers were making lewd comments to some of the female teachers, along the lines of: ‘Mm, your legs look delicious today, can I lick them?’ and suchlike. I was appalled and pressed him for more details. He said they weren’t English teachers, but Maths & Science teachers. He wouldn’t name them. Moreover, he said, two of the female teachers (and a couple of admin staff) were wearing short skirts, low-cut blouses and were deliberately ‘fishing for compliments’ and being flirtatious with the male teachers (again, local).
Remember, these weren’t English teachers and so were not under my jurisdiction, but I still wanted to tell the boss and see if he could have a word with them. His reply was such that this was Cambodian custom for university graduates to be flirtatious. When I asked him if they could be asked to do their flirting outside the school, he shrugged and muttered something about young, single people being free to act in a ‘natural way’.
That is what I am 'reporting' as 'My observations.'
And what is it with the ‘white guys should be … ‘ nonsense?
Does anyone really think it is only ‘whiteys’ who do what a certain poster alleges?
I have never seen any 'whiteys' do this; I have worked in education in Cambodia for almost 18 years. On what does the poster base her assumptions?

Maybe he has opinions or observations about male teachers in Cambodian schools being falsely accused of sexual harassment by young, female co-workers. I'd be interested to hear about that too, if he's aware of that sort of thing happening.

When I was in high school, we used to hit on the young, female and beautiful teachers rather shamelessly. That wasn't considered "sexual harassment" back then, mind you, it was considered flattering. I'm quite sure that male colleagues their senior didn't enjoy the same leeway though.
I would make the same distinction in present day Cambodia: Is it an old leech in a position of power who is basically trading career advancements for sexual favors? Or a bunch of horny students, boys will be boys and all that?

My wife's best friend from primary school married her teacher. They have a bunch of kids now. Apparently, that is quite common in Cambodia. To have kids - but also to for school girls to marry their teachers.
