"Soft" School reopening
NOT talking about the 20-24 schools MOEYS approved to open August, but about all the rest.
I have heard that many private schools have some student groups coming in to study but with normal clothes, no school uniforms. Certainly NOT business as usual, only a low numbers "soft opening", but perhaps getting enough income to pay rent, both for schools and teachers. A small but real supplement to what they offer online. I expect they are cleaning more, washing hands more, distancing more, and reducing class sizes. Can anyone comment on a) the prevalence of these 'soft' openings; and b) if they are, mostly, trying to follow current Covid-19 best practice guidelines (such as they are)?

We have family enrolled in American Pacific international (same owner as EastWest) which is not on the list. Classes have started this week but are online only. Only been to school to collect books.
It might be a safe practise but it's utterly time consuming as a parent (we also work hard to try and keep our business afloat) Crappy internet does not help either. So it makes you wonder if the fees charged are worth it.

I am in the same boat and decided to accept this degradation, etc. Don't forget, schools do their best to keep things afloat to. And when the parents do put in the extra effort to keep the children concentrated, etc, it would be less waste than no school at all.
And don't forget, each year the kids delay their graduation, does in the long run cost the equivalent of their income just before retirement (in the far future).
It is a new virus, there are no certainties, yet I hope you are correct about all private schools being allowed to open in Sept. And, progressing with some caution, I hope all Govt schools will open, with care, in Oct., after P'Chum Ben.

I got a whole 10 page SOP here in Khmer. From what I'm told it mostly what has been reported in the PPP etc.
2 m distancing between students, no play times, no food sold on school grounds, no sharing of any equipment, disinfection, minimum class temps of 25c (no aircon) and so on.
Unless something goes wrong, September will be the start date- although that's not expressly written.

My wild speculation:
If all/most/many/??? Phase 1 schools paid a "Special Fee" of $50K ish, to be in the OK for August group - even if several won't reopen till Sept., then the Special Fee for being on Sept., Phase 2 opening list might be 10-15K.
Fee recipients might know some schools that seem naturally Phase 2 schools by quality - eg some non profit/Not-exactly-for-profit joints - such as, The Jay Pritzker Academy, or Neeson Cripps Academy - can't/won't pay. They might except these few, if the great majority are willing to cough up a Special Fee ('No need to have a VAT numbered receipt, as said fee is a direct education payment, where VAT doesn't apply.' Note: this is tongue in cheek humour, the rest of this post is full on serious.)
And just in case more potential Phase 2 schools hope they can open without paying, make them worry by announcing ALL Govt grades 9 and 12 will open in Mid Sept. However not all Private Grade 9 and 12 students will start then, and that if private schools do want their 9's and 12's in school, be ready to pay. And, keep Mr. Tilay, and others with many provincial schools, nervous by including in news released to the Chinese press that "while students in provincial schools will learn through self-studying." (see K440 'Public schools will reopen for grade 9 and 12 students in September')
That said, I'm sure all these MOEYS decisions are made solely on the basis of health safety and fairness to all.

What would be the potential liability if a teacher started taking private students?
Would they lock them up, ignore them, fine them? Would you have to have a few police officer kids to stay safe?

I am sure HE has in-house private teachers for his younger grandchildren. Ditto for most rich kids. If you teach the children of a family in their home, particularly if you take some standard Covid precautions, I don't see much downside, and I don't think anyone would care or do anything about it. If you are a good (and healthy) teacher, it is good all around.

About Phase 2 schools, should I visit a fortune teller, or sacrifice some animals first, then visit a fortune teller?
Or, better to make a random Facebook inquiry to HE or the Minister of Education?
(Neither would recognize me, but, in passing, I have met them both. I'll have to remember to tell the fortune teller. Or not, the price might go up. Maybe 3 chickens, fortune teller, a small pig, THEN the Facebook inquiry? Any thoughts? I will keep you posted. Pubert is in one of the 20 schools authorized to open. He is supposed to start Monday, half day only to begin. We don't know yet if afternoon or morning session, as they are splitting the classes to keep them small for social distancing requirements.
Since this week was a holiday, of course the MoYES, school, and everyone have done nothing all week to clarify the Monday start before the actual day...it will be a clusterfuck.
The school was VERY pressing for money before even telling you anything at all. Typical.

The school I work for is the ‘sister school’ of one of those on the list of 20. (Ours is in Siem Reap.) We were told that we could open provided certain conditions were met.
I am usually very critical of our Principal, but in this instance, I support her decision.
It was that the conditions imposed were so ridiculous, unnecessarily complicated and impractical that she chose to remain ‘open online’ until a better ‘offer’ is forthcoming.
In particular, she referred to the ‘Track & Trace’ stipulation, which would have involved ‘vetting’ all personnel to ‘find out’ what they had been doing, where they had been & with whom. They even wanted us to supply videos of teachers & staff washing their hands regularly!
I, too, will keep you posted in the event of further developments.
I do rejoice in the fact that CAIE (formerly CIE) backed down on their poorly-judged grades' assessments and have decided to fully honour the teachers’ recommended grades.
However, I find it absurd that the decision whether schools open in Cambodia is still subject to poorly-orchestrated governmental whim, while the UK, which has had over 40,000 deaths, is opening its schools in September.
