Odds of Schools reopening Oct 2021?
Yes, schools ARE open. But I mean open to in-person instruction.
The infallible Khmer Times yesterday, in an article about Cambodia's excellent vaccine rollout, mentioned face to face learning was scheduled to resume in October.
What do you think? How likely does that seem to you?

Factoring everything in, I'd already felt that some time in October would be the likeliest time for Secondary students to return to physical classrooms. As for Primary, much less certain, but I'd imagine early January.

A couple of district level guys in different provinces tell me plans are moving ahead.
Get the 12-17 vaccination program done (2 shots), and holding camps in schools are already being relocated as active cases drop and mild cases allowed to stay at home.
After Pchum Ben would be a good time, so mid October would be a good bet, unless the situation changes (again).
As for primary schools- vaccination of 3-12 year olds next?
EDIT: Also no vax=no school for teachers and students alike (unless special health circumstances)

Correct me if I'm wrong, but it seems HE and MoH have delegated school opening decisions to District Governors, and they are mostly letting Provincial or District Education office officials decide, coordinating with lower level Health Departments. Does this sound correct?
(My feel SO FAR, is that corruption won't be a generally significant factor, but more in just isolated cases. This differs from what some claimed about the September 2020 first openings. Few/None are happy with what has happened with education in Cambodia during the pandemic, but the apparent change of HE pushing to open everywhere possible makes it risky for low level officials to gum up the works for minor tea money.) Any thoughts on this?
Perhaps some private schools are aggressively courting decision makers everyday now, but I have also heard a rumour that Education Department staff are deciding which public schools should open first, then allowing nearby private schools, at least those demonstrating the previous education S.O.P. guidelines, to open. Similarly, near public schools that will remain online only, private schools will remain online only, regardless of their rule following. I get the logic, but most private schools draw students from a much, much wider physical area than local public schools, so actual location of private schools doesn't closely connect to neighbourhoods where the student body lives.
And, back to the OP, looks like a great manny Cambodian schools will be open before P'Chum Ben. Do you think all will be open before end Oct.?

Some schools have got the green light to open on Tuesday 7th so long as they comply with fairly stringent directives.
Romantic Cambodia is dead and gone. It's with McKinley in the grave.
So it would appear as though school opening will be happening soon across the board in Phnom Penh. I have a couple of questions for anyone who might know or is in a school that has already opened.
The Khmer times article mentions weekly testing using rapid tests. Those are not the nasal swabs right?
What happens if you test positive? Government quarantine? Hotel quarantine? Hospital stay?
And the big question, what would be the cost and who pays? Do schools have any sort of policy about this? Doesn’t take much for the financial risk to outweigh the reward for many teaching positions here especially if you got stuck in a hotel with no pay for a few weeks.
