Private Education in China is huge, but radical rule changes may mean only the very large and very small survive. For a while, at least, things will be different and unsettled for all, students, parents, teachers and schools.
Impacts on Cambodia? Certainly not immediate. That said, Chinese school investors might look to Cambodia as an interesting, if VERY small, investment opportunity, especially with some Cambodian schools financially weak from the crush of virus triggered closures.
Chinese $$ might bring in tier 1 quality, pushing all schools to up their game, or, just as possible, new glossy fronts for money laundering in near empty condo developments. Both of these were quite probable before the Mainland crackdown, now more so.
Conversely, if Cambodia is a less wayward Chinese Province than Taiwan, MoEYS here might listen to Chinese advisors and begin raising/messing with the hoops private education needs to jump through. Much less probable, but who knows. Even small changes might tip the balance and clear the playing field for the most well connected owners.
Anyway, in late 2022, look for glossy, Chinese funded, money laundering "International Schools" to be first out of the gate. Lots of full or 3/4 scholarships, especially for Chinese language part-time classes, to get a few hundred bums-on-seats, and sky high full tuition prices, for all the ghost students to keep the laundry churning. They sure love US dollar rules.

China Crackdown on Private Ed. Cambodia?
Doctors, with their private clinics, are more empowered, as a group, than school owners. I can't see the government cracking down on them inside the next 15 years: service in public hospitals will continue to decline.
Schools? I guess the largest ones - current or future new imports, would like to dominate. I can imagine they would side with Chinese advisors in "controlling the chaos" of Cambodian private education through discriminatory laws not truly focused on quality.

I saw 2 branches of an obviously Chinese-owned school near Takhmao on St 21A
The other well-know school is Zhong Ying, but perhaps not for fantastic reasons:

Pretty sure at some stage a truly international Chinese-owned school will appear, the numbers of rich Chinese here grow daily. I would imagine Sihanoukville or Koh Pich would be good locations
