ACE has long prospered (and of course will continue to prosper) as a school group dedicated to teaching English language. A great many of their aspiring competitors are associated or attached to schools teaching general education, either at the grade-school or university level. It seems ACE will not be allowed to open today, but 'attached' English schools can.
“We will allow all private kindergartens and primary schools to reopen, provided they comply with the Ministry of Education’s curriculum. Private schools that teach certain subjects part-time such as Chinese, English and other languages are not allowed to open,” said Sinareth,' Director of Education for Phnom Penh.(In the KT today)
While this doesn't seem fair to ACE teachers and students, I'm not sure ACE admin care, moving a well functioning online system back to classrooms in the middle of a Term offers little extra income and many potential headaches. Has anyone seen evidence that they planned to open classrooms in November? December?
IF you teach English, have you heard dates when your school will reopen language classrooms?
What about other kinds of vocational training, E.G. Don Boso, or computer schools?

I believe language schools linked to schools teaching the Khmer curriculum or other Government approved curriculums can open. Most are owned by rich Cambodians. ACE and some others have expat owners. Come to your own conclusions.

Everyone knows Covid is still prevalent in Cambodia, the Government, like most around the world, simply decided that, since high vaccination rates should greatly reduce death, opening the economy and living with it is the best way forward. However, simple mitigation efforts, - ventilation, masks, and spacing being the most effective - are wise, experience in many countries has shown. Keeping language schools closed, at first, lets them focus on more important general education.
Nursery schools were closed because parents were paranoid about unvaxed small kids.
All will likely open well before 2028, since they decided to open Karaoke joints at month end. Well, as long as the girls don't speak English and haven't flown in on private jets. If they did enter on private jets, they simply use their Get Out of Jail Free card.

Several years ago, I believe, it was around half owned by a majority of Australian universities and colleges and half openly traded, with most of that part owned by a big Australian HR firm. You may be right that some Cambodians now own some shares, (perhaps including some of the long-term high level staff??), but certainly not anywhere close to a controlling interest.
They just moved Cambodians into most senior management positions because they, the selected individuals, can do it at least as well as expats. Same for having Khmer teachers up to lower intermediate levels, better and cheaper than many expats to that skill level. 90% of parents might desire white expat teachers, but ACE has a good rep, still, and they can pull it off.
