Do not have small money - in Khmer
I know "Ot Mien Loy" is Not have money but apparently you can't say "Ot mien touch loy", or variations of it, for Not have small money?
It'll come in handy for the few times I don't have small riel money as if you say " Ot mien loy" to a begger they look at you like "yeah, whatever".
My wife said there isn't a way to say it but I think she's talking tripe. I mean, she married me for fecks sake!
(I must just say I rarely give money to beggers, especially kids, but my wife makes me if it's an old decrepit wrinkley old prune type. Khmer not barang.)

Just ignore beggars you're not giving money to. They don't want to hear an explanation in bad Khmer about why you're not giving them money.

Most beggars would only expect a few thousand riel (if you are giving). They already know other people have more money than them. The fact that you take the time explain to them that you don't have small money is a decent thing to do.

I normally just say atey arkun. It makes no real sense, but I always get a smile and then they walk away.

However, I was on a visit home a few months ago, and while hanging about outside the pubs I got approached by an endless queue of fucked-up people who kept coming along and giving me some sob-story spiel about how they were down on their luck and just needed a little money for a cup of tea or hostel or whatever. I didn't give any of them an answer, I just totally ignored their useless bullshit. Sure, I feel a tinge of sympathy for them but I'm not about to chip in for their next fix. Fuck them and their entitled crap.

I just tell them it is the third time they ask me since the morning and point them to the nearest tourist around.

As if the beggars won't know already that the foreigner they are approaching probably has more money in his pocket than they'll see in a couple of months.
