I've come across this term in a medical journal paper. The authors did not elaborate on it beyond translating it as "double fear."
As a google search showed me, everyone else who has used that term appears to have followed that lead, both in translation and leaving it totally empty of any deeper definition or description.
Maybe I'm overthinking it and it just means experiencing a lot of fear or being scared shitless.
Can anyone expand on this?
In the event some context will help, it is listed as a symptom of "Baksbat", which researchers claim is similar to Post Traumatic Stress Disorder.

It can be simply reply as 'afraid'. In the context of 'baksbat' , it could be seen as a situation of war soldier who went to war and had to face bad experience and super super scared, that s/he will not want to go to war again because s/he is 'baksbat'
