I'm new to this forum and have only spent 2 months in Cambodia
The love of my life is a Cambodian male, we established an NGO together but for now I live in Australia and he lives in Siem Reap
Never stated you were an idiot but been here for a while and seen similar situations. Majority don't end well. Department of Immigration will have seen similar stories also. With that in mind I think your partners chances of getting any kind of Visa, other than a tourist, to Australia are zero.and I'm not an idiot.
Perspective Marraige Visa was about $800 in application fees.Chances of an income enough for me to save up the thousands of dollars it costs to apply while working in Cambodia seem to be nil!
Partner Visa is $1620 in fees If you cant save up enough for prospective marraige visa how can you save more here?If we married on a tourist visa in Australia then moved and lived in Cambodia for 12 months, then apply for a partner visa, would this also work?
The whole process confuses me too. Since the ALP "won" the last election, best bet is to put your partner on a boat....The whole processes is confusing the heck out of me!

Out of curiosity, how long did you know him before starting an NGO together and getting engaged? Can I guess that one of you paid the bulk of the expenses of starting the NGO, and that it wasn't him?
Here's the thing about Cambodians. They pretend to love Westerners in order to live more comfortably. Then they propose marriage unusually quickly so they can permanently reserve their seat on whitey's gravy train. You must assume that they are insincere unless they prove otherwise.

You say you only just "officially" got engaged, but you were posting on another Cambodia-related website back in March asking about paperwork/visas to marry him and take him to Australia. That would have been less than two months after you met him.
I also note from your NGO's website in your profile that your boyfriend was a tuk tuk driver living in poverty near Siem Reap when you met him. The NGO seems to involve supporting his village, and he now works directing the NGO's finances and distributing funds.
It's an interesting situation.
