To put it plain and simple paying any kind of tip is up to me not the management of any restaurant. Any kind of bill padding is very bad business. If you like getting screwed that is up to you. To me this kind of behavior in a restaurant is worth telling others about because it is easy to miss. In the end I most certainly do not wish them Good Luck.

This is so off the mark. Coming from a country where 15 -20% tipping is the norm and tipping is relatively mandatory for shitty food/service regardless, I can't believe people don't tip more here. 5% of a $20 bill is still $1. Unfortunately there are so many non-tippers in PP that places like this feel the need to include a mandatory tip. When 5 star venues like sofitel etc charge 3 times the market price for drinks and then charge 10% service charge, this in my opinion ridiculous. Everyone has a choice in which establishment to frequent and if a 5% service charge for $2 dim sums is too much for you, then that is fine by me, I would rather not frequent places where 10 cents is an issue for the clientele!
It is true that in most restaurants here, the tips are very small. Asians, with rare exception, do not tip in restaurants.Many Europeans do not either, and at least in my experience, neither do many Australians. Backpackers tend to be cheapskates, even when from America, and usually do not tip either. The end result is that tips are not a significant part of the income for most restaurant workers here. The problems with the service charge at Chuck Norris Dim Sum, if there is one, are:
1. The menu mentions nothing about a service charge, if there is indeed one. I will verify this the next time I go.
2. At most restaurants in town that charge a service charge, the money does not go to the wait staff. (This is why I refuse to go back to The Village, for example. They promised the staff that they would get half the service charge, but as of last month had never paid it) It is simply the ownership charging you more than the listed prices.
Combine 1 and 2 and you have outright fraud. When I go back next time, I will verify if both are true. If not, great. I really like the food there. If so, it is the last time I eat there.

It is not a money issue it is a principle issue. Tipping is not the norm in almost all of Asia. Service Charges are pure unadulterated bullshit.
Whoever posted last please do go and verify. Is this a practice just for people they don't know or is it done to everyone. I sure as hell had a Service charge on my bill.

Ask for a bill on a printed receipt and tell them you will check with the Tourism Department.

Plenty of hotels that have a service charge but where the staff sees none of it. We do have service charges as well, 100% of which goes to the staff. This effectively doubles salaries during the high season. Good thing too as tips have virtually disappeared since everybody is paying with plastic.

Tipping is up to the customer, a voluntary act.
A Service Charge should be clearly stated before ordering your meal. Anything short of that is ripping off customers.
