Would a "no singlets" dress code work at bars?

Would a "no singlets" dress code work at bars?
I'm in Australia at the moment, I was walking by a regular looking bar/restaurant, not overly fancy looking, and there was a sign outside that said "no singlets" or I think it was "no singlets after 7 p.m."
Would such a rule work in Phnom Penh bars to keep out, you know, the Pattaya-type lager louts? I think even a hostess bar could distinguish itself as more upscale than the others by having a dress code like that. No singlets. And no shorts, while we're at it. Then have a barefoot Khmer security guard out front shooing away guys who don't meet the dress code.
Sure, you'd lose potential revenue from sleeveless patrons, but perhaps you'd gain revenue from creating an upscale environment and attracting patrons who don't want to have to look at or listen to the singlet wearers.
Are there any bars with dress codes that I'm not aware of? What about the nightclubs - do Pontoon and Code Red let in sleeveless guys, I really don't know.

We discussed having a dress code at Loco Bar when I was half owner there, as I thought along similar lines to GM. Also, the number of customers turning up in singlets and/or sandals was actually very low. Perhaps the bars in streets 104 and 136, which attract more of the tourist type of customers, get more of the singlet wearers coming in.

Why in bars? Put up the sign at immigration would surely be a better solution? Immigration could even impose a 'processing singlet application' tax; of course these would always be rejected, but the money could be used to subsidise beer?

^ That was Code Red/Club Code's dress code policy when they first opened, however due to their shitty location and need to draw customers in it was never enforced.
I'm not a negative person, I encourage people all the time...it's usually to f**k off! But, whatever.

Certain bars in Oz also enforce a no tattoo policy. Basically cover them up if you want to enter their premises. I also think men over a certain age and weight shouldn't be allowed to wear shorts in public. Wear the "dad" jeans at least, but not shorts.
It's never too late to be nice, unless you die.
