I've been there a few times, and I know what you mean but when they see you're just into taking a few photos its fine. Last time I went there was at dusk with a photographer friend, he likes taking pictures at that time. It has a spooky look to it, but doesn't feel like that when you're there. Head north along riverside up past Wat Phnom over the big concrete bridge (Japanese friendship bridge??) with the permanently damp piss stained steps. Over the bridge making sure not to get run over on the very narrow walkway. Then when you cross the bridge there's a country lane heading north right beside the river. A couple of kms up on that road is a very old looking christian building on the right that can make you gawk if you are not expecting it.
